The Information Technology Services (ITS) Department is seeking a Senior Security Engineer to join their team within Central IT. This department provides technological support and services to the city's complex systems of networks and various technology needs of more than 14,000 employees.
The Senior Security Engineer plays a key role in safeguarding enterprise network services and protecting sensitive data across our infrastructure and cloud services. In this role, you will oversee the implementation of network security citywide to ensure compliance with information security policies, standards, and procedures. This role is responsible for the provisioning, deployment, configuration, and administration of network and security related hardware and software including firewalls, routers, switches, virtual private networks (VPNs), web and data loss prevention (DLP) systems.
Key duties include but are not limited to:
  • Participate in the development and execution of a security governance board.
  • Provide security engineering for citywide IT projects by providing aid and guidance in implementing new and existing security controls, baselines, and systems integration.
  • Provide support for day-to-day operations of the City's network security infrastructure.
  • Provide disaster recovery/business continuity engineering planning.
This position is eligible for a hybrid work schedule up to three days per week, subject to change based on operational needs. Telework eligibility begins after successful completion of 90 days of employment. This role reports to the Enterprise Security Engineer.
This position requires flexibility to support operational demands. The role includes participation in a weekly on-call rotation, with each employee assigned on-call duties approximately once per month. Irregular work hours are an inherent aspect of IT operations. After-hours and weekend work may be required to support system maintenance, upgrades, and project activities conducted onsite. Additionally, employees must be prepared to respond to emergency incidents, which may require reporting to a data center at any time, day or night.
IDEAL CANDIDATE
  • Experienced in managing enterprise class firewalls and related security tools and solutions, with the ability to assess needs, define communication and security requirements, and implement firewall configurations that minimize and mitigate risk.
  • Delivers superior seamless customer service with integrity, and commitment to innovation and efficiency.
  • Administer and implement security architectures for Perimeter & Endpoint Security, Identity & Access Management, Security Infrastructure Management systems.
  • Must have a proactive mindset in identifying potential issues and implementing solutions before they escalate.
  • Ability to:
    • Develop and implement information security policies, standards, and procedures.
    • Analyze the complex procedures and provide feedback for improvements.
    • Work effectively independently or with teams of both technical and non-technical staff.
    • Effectively communicate with technical and non-technical stakeholders, including writing clear incident reports and documentation.
    • Handle high-pressure situations and adapt to rapidly changing environments

SALARY
Pay Range: $93,121.60 to $131,040.00/annually.
Hiring Range: $93,121.60 to $118,872.00/annually.

  • Promotions occur when the last two digits of the pay grade increase.

MINIMUM QUALIFICATIONS
  • Two years of experience as an Information Technology Systems Specialist configuring and maintaining enterprise network defense tools and security orchestration software.
  • Bachelor's degree in computer science, information technology, math, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • This position is subject to Criminal Justice Information Systems (CJIS) background standards. Candidates who receive a conditional offer of employment must be fingerprinted and will have their fingerprints used to check the Criminal History Records of the State of Arizona Department of Public Safety and the Federal Bureau of Investigation. Any records returned will be reviewed to determine the candidate's suitability for the job.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus experience with/in:
  • Evaluating Business Systems to identify cybersecurity risks and reporting findings.
  • Conducting routine compliance audits of operational and maintenance activities such as a security patch, software updates, endpoint protection and vulnerability remediation.
  • Analyzing network traffic using packet capture tools such as Wireshark.
  • Managing and maintaining enterprise class firewalls with a solid understanding of network protocols and technologies.
  • Managing projects and maintaining network security infrastructure in a large-scale enterprise environment.
  • IDS/IPS and log correlation tools.
  • Web filtering and web proxy tools.
  • Vendor-provided threat intelligence platforms such as Palo Alto Networks security solutions including IoT Security, Prisma, Strata, and Xpanse or equivalent solutions to monitor, assess, and mitigate network vulnerabilities.
