Project/System Overview Connecticut’s Criminal Justice Information System (CJIS) is the umbrella term for the activity among agencies with criminal justice responsibilities to bring greater cohesion and effectiveness by improving the way they communicate and share information across system components, and how they manage data on crime and criminal offenders. As part of ongoing CISS initiatives, CJIS-CT is expanding into building a product called CISS Analytics as per the CISS legislation. The key purpose of the CISS Analytics is for the CJIS Analytics sub-committee to utilize it to help make changes in laws and policies to serve the interests of Connecticut residents and relevant state agencies. To support this effort, CJIS-CT seeks a SQL Db Developer/Administrator who can transform data and will work with the current CJIS SQL DBA, and cross-functionally with Business, Infrastructure team, Source data owners, and the Analytics sub-committee teams. 

Scope of Work The Criminal Justice Information System (CJIS-CT) SQL Db Developer/Administrator will be responsible for performing the following activities: Specific Services Required Perform schema design review and changes for application releases. Perform database maintenance such as table re-organizations, index rebuilds. Provide support for day-to-day operations and troubleshooting.   Ability to work in a 24X7 on-call environment when needed. Provide design advice from database performance perspective. Assist in application database upgrade planning, development of database migration design strategies, and other assorted database projects for CJIS applications. Ability to work in a high intensity, multi-application environment. Administer multiple databases across multiple applications, test and production environments. Ability to work with Microsoft BI Stack - Microsoft SQL Server Reporting Services (SSRS), Microsoft SQL Server Integration Services SSIS, Microsoft SQL Server Analysis Services (SSAS). Knowledgeable on all facets of Software Development Methodology (SDM) and assisting the CJIS Governing Board team on SDM compliance for CJIS activities. Foster and ensure cooperation and coordination among the various justice partners and Information Services (IS) organizations within the state and local agencies. Ability to perform Unit Testing as a developer and work with the Test team to help with System and UAT testing. Ensure compliance with Justice Reference Architecture (JRA), National Information Exchange Model (NIEM), National Center of Courts (NCSC) and other criminal justice industry standards in all areas of the CJIS environment, and Global Federated Identity and Privilege Management (GFIPM). Perform any duties as assigned by the Executive Director, Program Manager or Operations Manager. 

Required Skills/Experience The individual who fills this position should have solid background with Microsoft SQL Server Database development skills and the ability to foster and ensure cooperation and coordination among the various CJIS partners. The required skills are: Five or more years of experience in the following: Windows Server 2019/2022 with SQL Server 2019/2022 – Development/Administration Microsoft SQL Server Reporting Services (SSRS), Microsoft SQL Server Integration Services SSIS, Microsoft SQL Server Analysis Services (SSAS) and Extraction Transformation and Loading (ETL) knowledge. Dashboard development using Power BI Developing and analyzing Views, Triggers, Stored Procedures, and functions using database languages   Analyzing performance issues (indexes, constraints, keys, triggers, etc.) Shell scripting in languages such as Windows shell or PowerShell  Knowledge of the following is a plus: Use of structured methodology (RUP experience a plus) to produce design artifacts   Use of design tools such as ERWIN, and Embarcadero background in logical and physical database design ETL tool - CONNX Business Continuity Planning (Disaster and Recovery Planning) 

Administrative Considerations Deliverables: As instructed Work Schedule: Monday-Friday 7:30 AM to 4:00 PM - Includes teleworking but attending in-person meetings when needed. State Resources and Oversight: Workstation and supervision by CJIS Executive Director Security/Privacy Considerations: Pass background investigation, sign confidentiality statements General/Miscellaneous: All work product property of the CJIS Governing Board. Travel not included.
