The Opportunity:
Tetra Tech is adding an experienced Senior Project Manager - Energy & Permitting to support the siting, routing, and environmental permitting of utility-scale energy projects throughout Colorado, Wyoming, and the greater Rockies Region.
This is an exciting opportunity to join a dynamic, collaborative, and entrepreneurial consulting team supporting renewable energy, electric transmission, battery storage, and other infrastructure projects. The successful candidate will provide strategic leadership for complex permitting efforts, cultivate and expand client relationships, mentor project teams, and contribute to the continued growth of Tetra Tech's Energy Practice.
The ideal candidate is a seasoned environmental consulting professional with demonstrated success managing complex projects, developing business opportunities, and leading multidisciplinary teams while delivering exceptional client service.

Essential Job Functions:
Project Management & Technical Leadership
  • Serve as the Senior Project Manager for complex utility-scale energy, transmission, and infrastructure projects.
  • Lead siting, routing, environmental permitting, and project development activities from project pursuit through completion.
  • Provide strategic oversight for multidisciplinary project teams to successfully deliver projects on schedule, within budget, and to the highest quality standards.
  • Develop project work plans, permitting strategies, schedules, budgets, staffing plans, and project execution approaches.
  • Lead preparation and quality review of federal, state, and local environmental permit applications and technical deliverables.
  • Manage project financial performance, including budgets, forecasting, resource planning, invoicing, and profitability.
  • Ensure compliance with company quality, risk management, and health and safety requirements.

Business Development & Client Leadership
  • Develop, maintain, and expand strategic client relationships throughout the Rockies Region.
  • Identify and pursue new business opportunities with utilities, renewable energy developers, government agencies, and other energy clients.
  • Lead opportunity capture efforts, including client engagement, proposal strategy, interviews, contract negotiations, and project transitions.
  • Prepare and oversee proposals, scopes of work, staffing plans, schedules, and cost estimates.
  • Collaborate with regional leadership to support strategic growth initiatives and expand Tetra Tech's Energy Practice.

Leadership & Mentorship
  • Mentor and develop project managers, environmental planners, and technical staff.
  • Provide technical leadership and quality oversight for environmental permitting projects.
  • Support recruiting, onboarding, staff development, and succession planning.
  • Foster collaboration across offices and multidisciplinary technical teams.
  • Promote a culture focused on safety, quality, innovation, and exceptional client service.

Professional Standards
  • Conduct activities in accordance with company procedures, legislation, and industry standards.
  • Pursue continuous professional development and maintain technical expertise in GIS technologies and applications.

Required Qualifications:
  • Bachelor's degree in Environmental Planning, Environmental Science, Engineering, Land Use Planning, Project Management, or a related discipline; or an equivalent combination of education and experience.
  • 8-15+ years of environmental consulting experience supporting energy, utility, transmission, renewable energy, or infrastructure projects.
  • Demonstrated success managing complex environmental permitting and project development efforts.
  • Experience with:
    • Utility-scale energy siting and routing evaluations.
    • Environmental permitting and regulatory compliance.
    • Technical studies and permit application preparation.
    • Federal, state, and local permitting processes.
  • Demonstrated experience managing multidisciplinary consulting teams and multiple concurrent projects.
  • Proven success developing strategic client relationships and expanding business opportunities.
  • Experience managing project financial performance, including budgets, forecasting, and profitability.
  • Strong leadership, organizational, technical writing, presentation, and communication skills.
  • Ability to work independently while leading multidisciplinary project teams.
  • Must possess a valid driver's license with a clean driving record without restrictions.

Preferred Qualifications:
  • Experience preparing and managing:
    • Colorado 1041 permits.
    • Conditional Use Permits.
    • Special Use Permits.
    • Zone Change applications.
    • Site Plan Review applications.
    • Wyoming Industrial Siting Act permits.
  • Experience managing complex, multi-jurisdictional environmental permitting efforts requiring federal, state, and local approvals, including:
    • Federal Energy Regulatory Commission (FERC)
    • U.S. Army Corps of Engineers (USACE)
    • U.S. Fish and Wildlife Service (USFWS)
    • Bureau of Land Management (BLM)
    • U.S. Forest Service (USFS)
    • Bureau of Indian Affairs (BIA)
    • State Public Utility/Public Service Commissions
    • State Natural Resource and Fish & Wildlife Agencies
    • County Planning Departments
  • Existing relationships with utility companies, renewable energy developers, or regulatory agencies in Colorado and Wyoming.
  • Previous environmental consulting experience.
  • Familiarity with GIS and routing/siting software.
  • Proficiency with Microsoft Office applications.
  • Preference for candidates located in the Denver metropolitan area.

Work Environment/Travel:
  • This position supports projects throughout the Rockies Region and may be based remotely, in a hybrid arrangement, or from a Tetra Tech office depending on the selected candidate's location.
  • Travel is required for client meetings, agency coordination, public outreach, field visits, business development activities, and project support.

Compensation:
Pay commensurate with experience.
Pay Range: $130,000-$180,000 annually
