These positions are located within the Department of the Interior, Bureau of Reclamation, Missouri Basin Region, Budget Group, Budget Services, duty stationed in Billings, Montana or McCook, Nebraska.
At the full performance level
(GS-11) the major duties of this position include, but are not limited to the following:
1. Cooperate with field and regional offices as appropriate, directing and advising program personnel in the annual submission of complete program budgets required by Reclamation for each active program.
2. Regularly analyze trends and irregularities in documents reported from the accounting system and develop various forecasts for management review to promote efficient and effective use of available funds.
3. Prepare numerous recurring and non-recurring special studies for use by the Regional Director, Commissioner, and other staff throughout the budget cycle.
4. Check program cost estimates and computations of construction projects' authorized appropriation ceilings, as applicable.
5. Write, revise, and/or edit capability statements, budget narratives, and press release statements in support of the President's annual budget message.

Salary Range Information (Per Annum): *First time hires to the federal government typically start at the
beginning salary in the range for their respective grade level.

Minimum Qualification Requirements:
GS-07
To qualify for the
GS-07, you must possess at least one full year of specialized experience equivalent to at least the
GS-05 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
- Assisting with financial program planning for an organization.
- Utilizing financial information systems for tasks such as budget input, development, or review.
- Assisting with the evaluation of financial programs for efficiency and effectiveness.
If qualifying on specialized experience, you must meet at least 2 of the 3 statements above.

Education:
Successfully completed a full year (18 semester hours) of graduate level education that is directly related to this position and has provided the knowledge, skills, and abilities necessary to do the work of this position. Such fields may include business administration, economics, accounting, governmental budgeting, and public administration.

Superior Academic Achievement:
Successful completion of a 4-year course of study above high school leading to a bachelor's degree and I meet the criteria for
Superior Academic Achievement (S.A.A.) as evidenced by
one of the three following methods: I am in the upper third of my graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;
OR I have a GPA 3.0 or higher out of a possible 4.0 computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum, or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in my major field or the required courses in the major field completed during the final 2 years of the curriculum; OR I am a member in one of the national scholastic honor societies. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
- Assisting with financial program planning for an organization.
- Utilizing financial information systems for tasks such as budget input, development, or review.
- Evaluating financial programs for efficiency and effectiveness.
- Preparing drafts of financial documents such as statements, budget narratives, justifications, presentations, or correspondence to stakeholders.
If qualifying on specialized experience, you must meet at least 3 of the 4 statements above.

EDUCATION:
Successful completion of at least two full years of progressively higher-level of graduate level education leading to a master's or equivalent graduate degree in business administration, accounting, marketing, business law, finance, or other position-related fields. The total education offered to meet this provision must have provided the applicant with the knowledge, skills, and abilities required to successfully perform the work of this position. - Formulating an organization's financial program planning or budget.
- Utilizing financial information systems for tasks such as budget input, development, or review.
- Evaluating financial programs for efficiency and effectiveness.
- Preparing drafts of financial documents such as statements, budget narratives, justifications, presentations, or correspondence to stakeholders.
- Independently performing routine budget administration duties such as executing, recording, and reporting various transactions.
If qualifying on specialized experience, you must meet at least 4 of the 5 statements above.
