Description & Requirements
Maximus is seeking a qualified Business Analyst / Consultant for one or more current and upcoming child support system modernization projects. The qualified candidate will support large-system implementation efforts in the Child Support public-sector domain and may be assigned to either a quality assurance engagement or a project management engagement depending on project needs. The role includes business analysis, stakeholder engagement, project documentation, requirements and deliverable support, reporting, risk and issue tracking, meeting facilitation, and coordination across project teams. The individual will report directly to a Senior Manager. Maximus is a matrix-managed organization, which means each individual may have secondary reporting relationships to one or more Project Managers, depending on the projects to which they are assigned.
Essential Duties and Responsibilities:
- Deliver consulting project activities for various projects.
- Analyze complex data and identify patterns, recommend actions, and measure outcomes.
- Coordinate with technical staff to understand business requirements, specifications, and processes.
- Conduct market research and understand market trends.
- Create system functional specifications from business requirements.
- Interact with organization and client managers.
- Perform cost/schedule monitoring,
- Identify additional product and service opportunities in customer organization.
- Perform duties independently under the direction of the direct manager and/or Project Manager on specific projects.
- Support project planning, coordination, and execution activities across one or more Child Support system modernization engagements.
- Gather, document, and analyze business, operational, and functional information from stakeholders to support project objectives, deliverables, and recommendations.
- Assist in developing, reviewing, and maintaining project documentation such as work plans, status reports, governance materials, requirements artifacts, issue logs, risk logs, meeting notes, and other project deliverables.
- Attend interviews, focus groups, workshops, and other meetings necessary to gather information for project deliverables in accordance with the project scope of work.
- Attend project meetings with the client, subcontractors, project stakeholders, or other Maximus team members, as requested by the Senior Manager or Project Manager.
- Analyze project information, client materials, and working documentation to identify themes, dependencies, risks, issues, and opportunities for improvement.
- Research alternative solutions to problems, determine proper approaches, and make verbal and/or written recommendations to appropriate parties.
- Review project work products and artifacts for completeness, consistency, and alignment with project objectives, standards, and contract requirements.
- Participate in client meetings and offer observations, analysis, and insight to support decision-making and project progress.
- Identify risk areas, potential issues, and project dependencies that require proactive attention and support mitigation planning.
- Support the preparation of weekly, monthly, quarterly, and ad hoc reports in compliance with contract requirements and project needs.
- Support project testing efforts as assigned.
- Track action items, follow-ups, and decisions, and help ensure timely completion of assigned responsibilities and deliverables.
- Work collaboratively with project staff, client representatives, and cross-functional teams to support engagement goals.
- Provide technical and subject matter support related to child support business processes, system modernization activities, and project delivery practices.
- On projects with a quality assurance focus, support high-level quality review activities such as reviewing selected work products for adherence to agreed standards, documenting observations, and escalating unresolved concerns as appropriate.
- Support the team in completing assigned responsibilities as outlined in the project schedule.
- Adhere to contract requirements and comply with all corporate policies and procedures.
- Complete project work in compliance with Maximus standards and procedures.
- Support all other tasks assigned by the Senior Manager or Project Manager.
- Perform other duties as assigned.
Minimum Requirements
- Bachelor's degree in related field.
- 3-5 years of relevant professional experience required.
- Equivalent combination of education and experience considered in lieu of degree.
- Must be available to work during standard client business hours. Projects may involve clients from any U.S. time zone, so work outside the individual's local business hours may be required.
- Two (2) or more years of experience supporting business analysis, consulting, project coordination, quality assurance support, or related activities on Child Support technology implementation or modernization projects.
- Experience working directly with stakeholders to gather information, analyze business processes, document findings, and support project deliverables and recommendations.
- Experience supporting project documentation and artifacts such as work plans, status reports, meeting notes, issue logs, risk logs, requirements documentation, governance materials, or related deliverables.
- Two (2) or more years of experience working in the Child Support Program or on child support system modernization initiatives.
- Understanding of Child Support Program objectives, business processes, federal requirements, and system modernization consideration.
- Experience reviewing project documentation, technical artifacts, PMO materials, or other work products on a large, complex systems implementation project.
- Ability to organize, analyze, and synthesize information from multiple sources and translate it into clear, actionable written and verbal communications.
- Strong analytical, problem-solving, and critical-thinking skills, with the ability to identify issues, assess impacts, and support practical solutions.
- Ability to build collaborative working relationships with clients, stakeholders, and cross-functional project teams.
- Experience analyzing complex information and preparing summaries, reports, presentations, or other client-ready materials.
- Experience executing requirements validation and testing efforts within large-scale system modernization initiatives, including translating complex legacy and future-state requirements into comprehensive test strategies and plans to ensure full functional, business, and technical objectives.
- Strong written and verbal communication skills, including the ability to facilitate discussions, document outcomes, and present information professionally.
- Ability to take initiative, manage multiple assignments, and work effectively in a matrix-managed, client-facing environment.
- Experience with process improvement, issue identification, and project support activities is preferred.
- On projects with a quality assurance focus, familiarity with reviewing selected work products for completeness, consistency, and adherence to established standards is helpful.
- Proficiency with Microsoft tools such as Word, Excel, PowerPoint, SharePoint, Smartsheet, and Project.
- Must have flexibility for travel and a hybrid work schedule that may include remote and onsite work, depending on client and project needs.

Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience.
