cFocus Software seeks a Program Manager to join our program supporting the National Institutes of Health (NIH). This position is fully remote. This position requires a Public Trust or the ability to obtain a public trust clearance.
Qualifications:
  • Public Trust Clearance
  • B.S. Computer Science, Information Technology, or a related field
  • 8+ years managing large federal IT/cybersecurity programs, including multiple concurrent projects; experience supporting HHS/NIH preferred.
  • Demonstrated experience managing cost, schedule, staffing, risk, Integrated Master Schedules, stakeholder communications, transition planning, and contract performance; experience leading cybersecurity or information assurance programs.
  • Active PMP Certification
  • Expert leadership, strategic planning, federal contract management, executive communications, risk management, resource planning, quality assurance, metrics reporting, and knowledge of FISMA, NIST RMF, and HHS cybersecurity policy.

Duties:
  • Serve as the single Program Manager and primary point of contact for the Government with authority to commit contractor resources.
  • Lead all transition-in, knowledge transfer, personnel onboarding, tool validation, security compliance, and transition-out activities to ensure uninterrupted operations.
  • Develop, maintain, and annually update the Transition-In and Transition-Out Plans, coordinating with Government personnel and incumbent/follow-on contractors.
  • Provide overall program management, contract administration, coordination, reporting, and governance for the entire Task Order.
  • Develop and maintain an Integrated Master Schedule (IMS) covering all contract activities.
  • Manage program risks, issues, dependencies, corrective actions, and mitigation strategies.
  • Manage staffing, resource allocation, subcontractor performance, and contract scope.
  • Monitor schedule, scope, deliverables, and performance metrics while implementing change management processes.
  • Provide executive-level status reports, dashboards, and briefings to NIH leadership.
  • Ensure effective coordination among project managers, technical leads, cybersecurity teams, and Government stakeholders.
  • Support Government decision-making while avoiding inherently governmental functions.
  • Ensure all contract deliverables meet quality standards and are submitted on schedule.
  • Oversee compliance with HHS, NIH, FISMA, NIST, and applicable federal cybersecurity requirements.
