Summary
This position is located in the Bureau of Global Health Security and Diplomacy, Office of Health Programs (GHSD/HP) serves as the Department of State's principal bureau responsible for advancing U.S. foreign policy and national security objectives through global health diplomacy, international health partnerships, and foreign assistance programs. The Office provides technical leadership and strategic support for health initiatives addressing and public health challenges.

Help
  • Provides technical support for the planning, implementing, monitoring, and evaluating of health programs designed to strengthen public health systems, improve health outcomes, and advance U.S. global health and foreign assistance objectives.
  • Participates in meetings, consultations and technical discussions with Embassy personnel, implementing partners, host-country representatives, and other stakeholders regarding program implementation, performance and emerging public health challenges.
  • Supports the transition, expansion, or modification of health programs and assists in developing recommendations intended to strengthen program performance and long-term sustainability.
  • Advisor and technical subject matter expert on human immunodeficiency virus/ acquired immunodeficiency syndrome (HIV/AIDS) and other global health issues.
  • Reviews and analyzes public health, epidemiological, programmatic, expenditure, and performance data to identify trends, implementation challenges, program risks, and opportunities for improvement.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with:
-Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
-Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
-Knowledge of public health programs.
-Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
-Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
Examples of qualifying specialized experience include:
โ€ข Public Health Advisor positions - providing advice and assistance to State and local governments, and to various public, nonprofit, and private agencies and organizations on matters relating to the improvement of their public health activities.
โ€ข Public Health Analyst positions - conducting studies and performing other analytical work related to the planning, development, organization, administration, evaluation, and delivery of public health programs.
In addition, qualifying specialized experience must demonstrate the following:
Experience overseeing foreign assistance awards that supports the advancement of global health programs.
Experience providing technical advisement on the implementation process of health program initiatives and funding strategies addressing (HIV/AIDS).
Experience providing technical guidance to interagencies, non-government organizations and stakeholders on program requirements and foreign assistance objectives.
There is no substitute of education for specialized experience for the GS-13 position.
