Proposal Manager

Expected Salary Range: $100,000 - $125,000 per year

A Proposal Manager leads the development of detailed, compliant, and persuasive written federal contractor products, primarily technical proposals, past performance submissions, and white papers, combining specialized technical writing with full-lifecycle proposal management. The Proposal Manager collaborates closely with federal government contract project managers, estimators, engineers, purchasers, and other subject matter experts to produce comprehensive, competitive proposal narratives, scopes of work, execution plans, technical methodologies, and supporting documentation. The Proposal Manager ensures that federal contract proposals accurately reflect the scope of work, schedule, assumptions, exclusions, and solutions while highlighting the company’s strengths, capabilities, and unique value propositions in information technology (IT) and in fixed, modular, and containerized construction and manufacturing. The Proposal Manager also leads proposal meetings, conducts research, ensures compliance, and is responsible to complete customer forms, questionnaires, and submission documents.

Duties and Responsibilities / Essential Functions

  • Lead proposal development lifecycle from kickoff through submission and post-award activities.
  • Write high-quality technical proposals, including RFP responses, scopes of work, execution plans, technical methodologies, and integrated cost / schedule information.
  • Coordinate proposal processes, including scheduling, compliance matrices, and requirements analysis.
  • Collaborate with engineers, estimators, and subject matter experts to research, draft, and refine technical content.
  • Review and edit proposal materials for clarity, accuracy, consistency, and compliance with customer and regulatory requirements.
  • Lead proposal meetings and internal reviews.
  • Maintain proposal examples, content libraries, and technical documentation for practical reuse.
  • Support development of capabilities briefings, pitch decks, and other marketing collateral.
  • Contribute to improving proposal processes, tools, and best practices.

Skills / Specifications

  • Strong technical writing, editing, and document management skills with ability to convey complex information clearly and persuasively.
  • Proven experience in full proposal lifecycle management, compliance matrices, RFP / RFI processes, and federal contract pursuits.
  • Knowledge of, or ability to learn quickly about, federal construction, manufacturing, and IT processes, methodologies, materials, regulations, and safety standards.
  • Excellent organizational skills with high attention to detail.
  • Exceptional oral and written communication skills in English.
  • Adaptability and strong collaboration in cross-functional teams.
  • Proficiency in Microsoft Office 365.

Supervisory Responsibility

This position does not require the supervision of direct reports.

Work Environment

This position operates in a professional office setting using standard office equipment.

Physical Demands

While performing the duties of this job, the employee is required to work for prolonged periods of time sitting at a desk and working at a computer. Lifting of up to 25 lbs. may occur.

Position Type / Expected Hours of Work

This is a full-time, salaried, exempt position. Standard days and hours are 40+ hours per week, weekends and extended hours as needed. Ability to work flexible hours including nights, holidays, and weekends will be required based on business needs.

Travel

Occasional travel to Continental United States (CONUS) company facilities will be necessary from time to time.

Required Education and Experience

  • Bachelor’s degree preferred in technical communication, construction management, engineering, architecture, or related field (Associate’s degree with significant relevant experience may be considered).
  • Minimum 5 years creating federal contract proposals, with preference for demonstrated experience creating proposals in the construction, manufacturing, or IT fields.
  • Proven experience in proposal coordination, compliance, and technical content development.

Work Authorization / Security Clearance

  • Must be able to obtain and maintain a federal government security clearance.
  • Must be authorized to work in the US.
  • Must successfully pass pre-employment (post offer) background check.
  • Must successfully pass pre-employment (post offer) drug test and motor vehicle record review.
  • Must possess a valid driver’s license compliant with REAL ID requirements.
  • Must be able to travel within the Continental United States (CONUS).
