Job Type: Part-time

Location: Primarily remote with occasional travel required (U.S. Coast Guard / shipyard-related support)


About the Opportunity

Heartland Consulting is seeking an experienced Project Manager to serve as Key Personnel on a multi-year U.S. Coast Guard support contract. This part-time leadership role is critical to the overall success of the contract, providing high-level oversight, quality control, and strategic coordination across all functional areas.

This is an excellent opportunity for a seasoned project management professional with DoD or USCG experience to make a meaningful impact while maintaining a flexible, part-time schedule.

Key Responsibilities
  • Serve as the primary point of contact for overall contract management, quality control, and liaison with the Contracting Officer's Representative (COR) and USCG leadership.
  • Attend the Post-Award Conference, lead monthly progress meetings, and coordinate all contract deliverables.
  • Manage staffing, retention, transition-in/out processes, and surge staffing activation as needed.
  • Ensure full compliance with the Performance Work Statement (PWS), performance schedules, and CPARS reporting requirements.
  • Provide executive oversight and integration across all six functional areas: SharePoint Administration, Administrative Support, IMS/EVM, Technical Support Management (TSM), Integrated Logistics Support (ILS), and Business/COR Support.
Minimum Qualifications
  • Bachelor's degree required.
  • 5โ€“7 years of progressive program or project management experience, preferably in DoD/USCG acquisition or shipbuilding programs.
  • Demonstrated experience managing multi-discipline teams in a shipyard or complex logistical environment.
  • Strong working knowledge of:
    • MSAM (Major System Acquisition Manual)
    • Earned Value Management Systems (EVMS)
    • SharePoint
    • Federal acquisition processes and regulations
  • Excellent verbal and written communication, leadership, and problem-solving skills.
  • Active Secret security clearance is required.
