Merjent, Inc. is seeking an experienced Senior FERC Project Manager and NEPA Specialist to support Federal Energy Regulatory Commission (FERC) regulated natural gas projects across the United States. This position requires demonstrated management and permitting expertise in FERC 7(b) and 7(c) applications, prior notice/blanket authorizations, and/or third-party EA/EIS documents.

This is a full-time benefits eligible opportunity that can be based anywhere in the US. The anticipated annual salary for this position is between $145,300 and $183,400 annually, depending upon qualifications and experience. This position is also bonus eligible.

responsibilities

  • Lead multidisciplinary project teams, including subconsultants, through all phases of complex environmental and regulatory projects while ensuring successful project delivery.
  • Manage multiple concurrent projects, proactively resolve challenges, and improve processes to support efficient, high-quality outcomes.
  • Oversee project scope, budgets, schedules, QA/QC processes, invoicing, resource planning, and deliverables to ensure projects are completed on time and within budget.
  • Serve as the primary client contact, building strong relationships and providing strategic guidance to advance project goals and approvals.
  • Lead stakeholder engagement, public outreach, agency coordination, and permitting strategies, including development of alternatives, mitigation approaches, and responses to public comments.
  • Direct the preparation and review of technical documentation, including environmental reports, permit applications, consultation materials, regulatory documents, and construction/restoration plans.
  • Mentor and develop project staff by promoting technical excellence, collaboration, problem-solving, safety, and career growth.
  • Support business development through exceptional client service, proposal development, identification of new opportunities, and participation in company initiatives related to FERC and NEPA.

qualifications and experience

  • Bachelor's degree (or equivalent experience) in Environmental Sciences or a related field.
  • At least 12 years of project experience and 8 years of management experience in FERC 7(b) and 7(c) applications, prior notice/blanket authorizations, and/or third-party EA/EIS documents.
  • Served as project manager on at least three FERC-regulated projects, including at least one 7(c) project or EIS third-party project; provide project names and docket numbers with your application.
  • Demonstrated knowledge of NEPA and key natural resource regulations, including the CWA, RHA, NPDES, NHPA, ESA, MBTA, MMPA.
  • Demonstrated experience preparing environmental permit applications, FERC resource reports, supporting reports or analyses, or NEPA documents.
  • Demonstrated experience completing or managing agency consultations and public outreach efforts.
  • Strong self-starter tendencies and excellent organizational/task management skills.
  • Able to adapt quickly and work well under pressure, both in large teams and one-on-one.
  • Exceptional communication skills for engaging clients, agencies, and stakeholders.
  • Proficient at the Microsoft suite of products (Word, Excel, PowerPoint); technical editing experience a plus.
  • Ability to periodically travel and maintain a valid driver's license.
