JOB SUMMARY:

The Trace3 Government Program Manager is responsible for the strategic direction, management, and execution of a program to achieve mission-critical goals of the customer and the company. This role ensures programs are executed efficiently, effectively, and in full compliance with the Statement of Work. The Program Manager works collaboratively with Engineering, Sales, Recruiting, colleagues, and customer teams requiring an understanding and familiarity with overall project execution, including budgeting and financial management, contractual compliance, staff augmentation, employee attraction and retention, personnel management, and corporate finance. The Program Manager has responsibility and accountability for the delivery of the project with excellence, high quality and customer satisfaction while obtaining the planned gross profit for Trace3 Government. The ideal candidate is a natural leader with excellent communication skills, a proven ability to manage complex initiatives, and a focus on delivering long-term business outcomes.

 

SUMMARY OF ESSENTIAL JOB FUNCTIONS:

  • Lead program execution of assigned statement of work
  • Establish and track program objectives, metrics to evaluate implementation and coordinate with customers for high satisfaction
  • Coordinate with the Engineering Lead for each project to optimize resource allocation for skill requirements for execution while achieving financial goals
  • Develop and monitor budgets for projects and programs, ensuring financial accountability and efficient resource allocation.
  • Represent team to Trace3 leadership or internal stakeholders to ensure issues, questions, and concerns of team members are addressed appropriately.
  • Foster a high-performance culture built on accountability, engagement, and continuous improvement.
  • Serves as the primary interface and point of contact with government program authorities and representatives on program/project regarding contract growth opportunities
  • Serves as a proactive problem solver - able to adapt to changing priorities quickly
  • Briefs senior leadership on overall health of contract; anticipates any hiccups and provides solutions
  • Assists in transition activities for contract start and completion
  • Develop statements of work and cost estimates, with the help of the engineering team, for potential opportunities
  • Conducts duties and responsibilities with full understanding of clients' requirements and the relevant policies and regulations
  • Ensure that the project(s) and its personnel maintain the proper direction in fulfillment of the contract scope of work
  • Acts as a POC for the HC Recruiting team for any clarification or feedback related to staff augmentation, anticipated contract growth, current and/or future resourcing needs and timelines
  • Works collaboratively with project team and clients, conducting periodic visits to assess the status of project activities and to contribute to administrative, technical or evaluation work in the field
  • Formulates and enforces work standards, assignments, schedules, and reviews of contract deliverables
  • Provides contract budgets (contract budget modifications, quarterly reports, monthly reports, etc.) to CORs when needed. Ensures the accuracy of all budgetary items presented to the COR
  • Reviews and provides comments on progress reports, work plans and other documents to ensure compliance with company standards and contract requirements

 

REQUIRED SKILLS AND EXPERIENCE:

  • Proven ability to lead diverse teams, delegate effectively, and manage conflicts in a matrix environment.
  • Significant, progressively responsible experience in program or project management, a minimum of 7+ years of experience managing complex programs or portfolios
  • Familiarity with the Federal Acquisitions Regulations (FAR)
  • Exceptional written and oral communication skills, including the ability to brief senior executives and deliver testimony or public presentations.
  • Proven ability to lead diverse teams, delegate effectively, and manage conflicts in a matrix environment.
