This position is responsible for directing a project team in the execution of all project controls processes and systems on a major project or a number of smaller projects. Under limited supervision, will perform the more complex aspects of project control activities, ensuring that all project control activities such as project administration, change management, project estimating, cost management, earned value management, and schedule management are executed in a timely fashion and in accordance with all company standards and contractual requirements. May be in a lead position on assigned projects.
What You Will Be Doing:
  • Responsible for the development of scope, schedule, budget, earned value and estimate to complete data for assigned tasks.
  • Lead in the creation of Work Breakdown Structures (WBS) and development of schedules and budget data (including resource loading) for those WBS elements.
  • Analyze cost data to the extent that corrective action can be taken to minimize project losses and the estimate to complete projections are defendable. Assembles and compiles schedule and cost data and inputs into the project control database and provide output to the project team.
  • Analyze schedule progress and performance and identify developing problem areas as well as maintain a checks and balances process with the project management team in determining the financial health of a project.
  • Consistently estimate accurate completion time of own assignments and coordinate with project team.
  • Read and interpret design drawings and perform quantity survey techniques in developing construction status.
  • Take the lead in the development and maintenance of any periodic (daily, weekly, monthly) status reports to keep management and/or owner informed on the project progress. These reports may include labor productivity, schedule status, financial analysis, Cost Performance Reports (CPR), and earned value curves reports on either direct or indirect construction activities.
  • Maintain all subsidiary reports such as personnel staffing, and release schedules, equipment schedules, etc., to facilitate good cost projections (EAC).
  • Perform detailed variance analysis of project cost and schedule performance and present the analysis to senior management.
  • Develop defensive and offensive positions relative to project claims and analysis.
  • Advise management of risks that may affect project profit, costs, schedules and client relations.
  • Support the Project Management team in maintaining timely and effective trend and change management processes, procedures, and systems.
  • Assist project manager in following Company Project Delivery Model (PDM)
  • Apply and monitor company quality assurance guidelines and procedures for project document management throughout project.
  • Provide technical guidance (QA/QC), mentoring, and career development counseling for junior level Project Controls staff.
  • Provide dedicated non-technical project and administrative support to multiple project managers and project team members.
  • On field assignments, assist with quantity tracking and retrieving project data from subcontractors.
  • Assist in developing proposals, reviewing RFPs and working with Project Managers to develop responses and fee estimate development.
  • Attend project meetings and assist with deliverable scheduling and coordinating under direction of project managers and project controls.
  • Coordinate with Project Managers to maintain project financials in order, updating Deltek Vantagepoint (VP) regularly and timely for accurate Estimates to Complete (ETC).
  • Assist Project Manager's setting up sub-consultant agreements, assisting in approval and execution workflow.
  • Monitor coordination with sub-consultants on project documentation and deliverables.

Required Qualifications:
  • Bachelors of Science in Construction Management, Engineering, Project Management, Business or related field; or equivalent experience.
  • A minimum of 10 to 15 years planning/scheduling and cost engineering experience in a construction and engineering environment or equivalent experience. Must possess technical and practical application of engineering, procurement and construction functions.
  • Advanced skills with project management software such as Primavera P6 and spreadsheet and word processing software such as Microsoft Excel and Word. Knowledge of Cost Management tools (e.g. COBRA, eBuilder), Microsoft Project and PowerBI software preferred. Must be able to understand accounting systems in support of the job cost tracking system.
  • Must be able to demonstrate required knowledge of project control principles; understand the principles and concepts of cost engineering as it relates to budgeting, monitoring, and tracking actual costs, change orders and forecasting.
  • Must have hands-on experience and be able to set up basic design and construction schedules and possess the knowledge of calculating physical percent complete and calculating overall percent complete for the project.
  • Must understand the various contract types (i.e. cost plus, T&M, FFP) and provide interpretation of the prime contract requirements.
  • Strengths in organization, communication, and collaboration in team environment.

$107,300 - $139,475 a year
