This individual provides strategic and operational leadership, ensures seamless transition and continuous high-quality service delivery, manages the two full-time Admin Clerk III positions, and maintains direct engagement with REMD leadership (Director, Deputy Director, COR, and branch managers).Primary Duties & ResponsibilitiesTransition & Program Management Develop and execute a clear, feasible transition approach to assume full responsibility for all PWS requirements with zero disruption of service.Establish and maintain quality control, change control, progress reporting, and deliverable tracking processes.Submit Draft Project Management Plan with proposal and Final PMP within 10 business days of performance start.Ensure all deliverables meet the 95% quality and schedule thresholds.Strategic Planning & Administrative Support OversightProvide daily strategic and administrative support to the REMD Director and Deputy Director.Oversee development of talking points, briefing materials, testimony, intranet updates, fact sheets, speeches, presentations, and correspondence.Design, maintain, and facilitate expert elicitation for the REMD Risk Register.Ensure timely management of the REMD Tasking MailboxOversee preparation of weekly status reporting briefs and quarterly REMD "Placemat".Direct facilitation of planning/coordination sessions and All-Hands meetingsGuide development of SOPs, process improvement recommendations, performance metrics, and status dashboardsOperational Coordination OversightEnsure effective cross-functional coordination across REMD branches for space build-outs, tenant renovations, personnel relocations, and real property leasing.Oversee development and maintenance of the REMD Communications Plan.Supervise data analysis, aggregation of real property information, and support to DHS-mandated reporting and working groups.Staffing, Quality & Client InterfaceManage the three full-time Admin Clerk III positions, including cross-training, workload balancing, and retention strategies.Serve as primary interface with the COR, CO, REMD leadership, and external stakeholders.Attend post-award kickoff and bi-weekly progress meetings.Ensure compliance with all security, SSI, Section 508, and cybersecurity requirements.Minimum QualificationsBachelor's degree from an accredited institution or minimum of 10 years of experience in commercial/government administration and executive-level program management.Demonstrated experience in strategic planning, budgeting, administrative management, process improvement, change management, and Federal operations.Experience with Federal real property portfolio management (preferred).Ability to obtain and maintain Public Trust clearance and PIV card.Strong written and oral communication skills suitable for senior Federal leadership audiences.Proficiency with Microsoft Office 365 suite and ability to produce high-quality executive products under tight deadlines.Preferred QualificationsPrior experience supporting DHS, TSA, GSA, or similar real estate / facilities organizations.PMP or equivalent certification.
