Position Summary
The Contractor Program Manager serves as the primary day-to-day contract lead supporting MDHHS operations and ensuring successful delivery of services, governance, and stakeholder coordination. This role is responsible for overseeing project execution, staffing coordination, risk management, operational reporting, and communication with State leadership. The Program Manager will ensure continuity of operations and maintain 24/7 escalation coverage through direct support or designated leadership coverage.

Key Responsibilities
• Serve as the primary point of contact for MDHHS regarding day-to-day contract operations
• Manage governance activities, project plans, risk registers, issue logs, and operational deliverables
• Coordinate staffing resources and ensure service continuity across all operational areas
• Provide regular reporting, updates, and communication to State leadership and stakeholders
• Oversee transition planning, implementation activities, and operational performance metrics
• Ensure adherence to service level agreements (SLAs), timelines, and contractual requirements
• Facilitate collaboration across internal teams, external vendors, and State partners
• Maintain escalation procedures and ensure 24/7 operational coverage

Qualifications
• Must be a current resident of Michigan

• 8+ years of program and/or project management experience
• 5+ years supporting public sector, healthcare, behavioral health, CRM, contact center, or mission-critical operations
• 3+ years managing complex multi-stakeholder programs with formal governance structures and SLAs
• Bachelor’s degree required in Business, Public Administration, Healthcare Administration, Information Systems, or related field
• Master’s degree preferred

Preferred Certifications & Experience
• PMP, PgMP, PMI-ACP, ITIL Foundation, Certified ScrumMaster, Lean Six Sigma
• HIPAA/privacy training experience preferred
• Salesforce or CRM platform experience preferred
