The Work:ICFisseekingan experienced and driven Program Manager to lead and oversee mission-critical initiatives in support of the Defense Counterintelligence and Security Agency (DCSA). If you are a strategic leader with a strong background in federal program management and a passion for delivering high-quality results in a complex consulting environment, this may be the right opportunity for you.

Job Location: Although this position is remote, the candidate needs to live in the Washington DC metro area.This position requires that the job be performed in the United States.If you accept this position, you should note that ICF does monitor employee work locations and blocks access from foreign locations/foreign IPaddresses andalso prohibits personal VPN connections.

What You Will Do:

  • Serve as the primary point of contactwithDCSA leadership and the Contracting Officer's Representative (COR), ensuring successful execution of all contract requirements and deliverables.

  • Lead day-to-day program operations, providing strategic direction, oversight, and coordination across cross-functional teams to meet missionobjectives.

  • Manage program scope, schedule, budget, and performance metrics, proactively identifying and mitigating risks to ensure on-time, high-quality delivery.

  • Oversee staffing, workforce planning, and personnel performance to ensure appropriately cleared and qualified team members are aligned to mission needs.

  • Ensure compliance with federal regulations,DoWpolicies, security requirements, and contractual obligations,maintainingreadiness for audits and reviews.

  • Prepare and deliver executive-level briefings, status reports, and performanceupdates to government stakeholders and corporate leadership.

  • Maintain a positive, results-oriented work environment by building partnerships with internal and external partners.

  • Manage budgets, prepare cost estimates, and track resources usingfinancial managementtools.

  • Actively communicate with clients to understand and define current needs and priorities.

  • Support a full range of business development activities from pipeline development, opportunity qualification, capture strategy, and writing proposals.

What You Will BringWithYou:

  • Proven experience managing complex federal orDoWprograms(10+ years), withdemonstratedsuccess overseeing scope, schedule, budget, and performance in a mission-driven environment.

  • Bachelor's degree ina TechnicalField.

  • Candidate musthave an activeTop-SecretClearance with the ability to obtain a TS/SCI

  • Candidate mustresidein the U.S.,be authorized towork in the U.S., and all work must be performed in the U.S.

  • 2 years' experience working withDCSA
