Job description

Summary
The incumbent of this position is a member of the administrative staff locale in the OKC VA Health Care System and Mental Heath Service. The Incumbent serves as Management and Program Analyst to Psychiatry to facilitate efficient and effective operations of the service and has secondary responsibility as the Patient Centered Management Module(PCMM), and Mental Health Mental Health Management Module (MCHCMM) Coordinator for all Mental Health sites for the Oklahoma City VA Healthcare System.

  • Independently managing and maintaining provider and team assignments using the Patient Care Management Module (PCMM) in alignment with national and local policy requirement.
  • Conducting complex data analyses and evaluations related to m ental health team structures, provider panel sizes, and workload distribution, and making informed recommendations for process improvements.
  • Preparing comprehensive reports, dashboards, and presentations for Mental Health leadership and stakeholders.
  • Developing and interpreting policies, procedures, and directives affecting Mental Health staffing and resource optimization.
  • Serving as a subject matter expert to train and advise interdisciplinary staff on PCMM and related analytical functions.
  • Exercise a high degree of autonomy and independent judgment in fulfilling program analyst responsibilities.
  • Effectively support Mental Health operations as the principal facility coordinator.
  • Communicate finding and recommendations with clarity and professionalism.
  • Ensure the integrity and accuracy of PCMM data, thereby optimizing patient care delivery and resource management.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
GS 9 position you must have served 52 weeks at the GS 07.
GS 11 position you must have served 52 weeks at the GS 09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Preferred Experience: Knowledge of VA systems to include knowledge of PCMM, data analysis and clinic management.
You may qualify based on your experience and/or education as described below:
  • Specialized Experience GS-09:
  • You must have one year of specialized experience equivalent to at least the next lower grade GS 7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited toComprehensive working knowledge of applicable public laws VA regulations and national, VISN and facility directives, legal decisions and state laws dealing with care, policies, procedures, and precedents. Knowledge, experience and ability to select, interpret and apply regulatory guidelines, precedents and protocols to process clinic profile requests involving complicated decisions with multiple factors. Knowledge, experience and innovative skill to evaluate and analyze processes and procedures with multiple variables, problem-solve and apply mature judgment to make complex independent decisions with ramifications across a continuum. Knowledge and skills on how to locate, extract, interpret and generate reports of various natures for various Facility services. Knowledge of various software applications and databases to develop reports and manage data. Ability to work independently and to effectively multi-task with multiple departments and assignments. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 Full years of progressively higher level graduate leading to such a degree or LL.B or J.D., failed. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree. OR
  • Specialized Experience GS 11:
  • Establishing and managing communication plans that identify target audience, appropriate messages, activities, and resources needed for effective communication, and communication plans for change management, incorporating multiple channels to manage expectations and disseminate project progress. Overseeing clinic supervision to staff delegated to services performing clinic profile coordination and management functions. leading clinic profile team members to ensure analytics, goals, are being met using accurate and timely clinic management tools for their designated services/clinics. Coordinates all administrative needs of clinic profile building and maintenance, establishing the program goals, evaluating implementation, and data capture components for the Facility. Provides technical advice to clinic personnel primarily at the clinic director and Patient Service Line (PSL) management level regarding scheduling, clinic profiles and workload. . Responsible for standardization of clinic profile management, coordinating, establishing, and maintaining all computerized clinic profiles utilized by the Facility and meeting standards, accurate wait time and outcome measures. Responsible for creating new clinics, adjusting existing profiles as necessary for changes, inactivating & cancelling clinic availability. Validates accuracy of all clinic set up including locations & contact information that accurately direct patients to the clinical service. Investigates complaints from internal and external customers related to clinic profile set up and resolves the complaint or escalates to the appropriate manager OR,
  • Education GS 11: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph. D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR
  • Combination GS 11: : Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's degree.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
