Summary
The Program Manager is responsible for leading the planning, organization, and management of complex programs and projects, ensuring successful execution within defined scope, quality, time, and cost constraints. This role encompasses overseeing both established business programs and new business initiatives, with a focus on strategic leadership and high-impact decision-making. The Program Manager will autonomously handle complex programs, often involving multiple teams and higher contract values, and will provide guidance to other program managers.
Essential Functions

• Customer Liaison: Serve as the primary point of contact with customers on all program matters,
• Program Planning: Develop comprehensive program plans, including task definitions, schedules, budgets, and risk management strategies.
• Program Execution: Implement and execute program plans. Continuously assess ongoing program status, comparing results to the plan, and adjusting to ensure desired outcomes.
• Quarterly Program Reviews (QPR): Support QPR by reporting on financial, customer, technical, schedule, resource, quality, and risk factors. Update spend plans for labor, materials, and other direct costs (ODC).
• Relationship Management: Maintain effective relationships with customers and suppliers. Act as the customer advocate within the company to ensure their reasonable expectations are met. Ensure subcontractors are treated professionally and transparently.
• Resource Negotiation: Collaborate with Engineering Managers and other company management to ensure the timely allocation and withdrawal of human resources for the program.
• Documentation: Establish and maintain program office files for all correspondence with internal and external stakeholders.
• Communication: Foster effective communication within and among assigned staff to ensure all tasks are completed and interfaces between team members and program components are well-defined and consistent.
• Risk Management: Perform and manage risk analyses to minimize program impacts.
• Contract Compliance: Ensure all deviations from contracts and subcontracts are processed through the appropriate channels.
• Regulatory Compliance: Adhere to all company processes, procedures, and government regulations.
• Proposal Management: Manage assigned proposal efforts, ensuring alignment between the scope of work and company bids. Ensure bid submissions are competitive and offer reasonable profit opportunities.
• Additional Tasks: Perform other related tasks as assigned by the Director/Deputy Director of Programs or senior management.
• Data Delivery: Plan and ensure the timely delivery of all contractually required management and technical data.
• Customer Expectations: Identify and understand customer expectations beyond contractual requirements early in the program. Resolve discrepancies to ensure alignment with company goals.
Travel
This position may require up to 25% travel to support program performance and assigned responsibilities. Additional travel may be required to attend specific training opportunities.
Expected Hours of Work
A standard 40-hour workweek, Monday to Friday. Flexibility to work overtime and weekends as needed to meet project deadlines and client requirements.
Supervisory Responsibilities
No direct supervisory responsibilities are required unless assigned to manage a services contract. The Program Manager leads the assigned program team, ensuring alignment with program goals. Responsibilities include performance management, resource allocation, conflict resolution, and mentorship. The Program Manager facilitates effective communication, ensures high-quality work, oversees budget management, and ensures compliance with company policies and regulations. Additionally, this position is required to prepare and present regular program status reports to senior management and other stakeholders.
Education and/or Experience
Bachelor’s degree from an accredited 4-year program (emphasis in business or management preferred) or an equivalent combination of education and experience. At least 3 years in leadership roles, with experience interacting with engineering, contracts, procurement, and production professionals.
Additional Eligibility Qualifications
Project Management Institute (PMI) Project Management Professional (PMP) certification. SCRUM Certification. Familiarity with FAR/DFAR, the US Department of Defense acquisition process, DoD contracting, local, state, and federal safety regulations, and ISO 9001 quality management requirements. PMP (Project Management Professional) certification or equivalent is preferred.
Citizenship
U.S. Citizenship required. Must be able to obtain and maintain a security clearance.
