The positions are located in the, Diversion Control Division,Drug & Chemical Evaluation Section (DOE), Targeting & Special Projects Section (DOI), Registration & Business Operations Section (DRR), Regulatory Section (DRG), Import/Export Section (DRI), Diversion Technology Section (DRT), Diversion Planning & Resources Section (DPA), Liaison & Outreach Section (DPL), and Regulatory Drafting & Policy Support Section (DPW).

Duties

As a Program Analyst your typical work assignments may include:
  • Supporting administrative tasks and actions that require compiling and organizing information in preparation for analysis or recording data into systems.
  • Documenting and preserving organizational records for future retrieval or analysis.
  • Performing general administrative functions such as entering data, retrieving and storing files, compiling information from systems and records, and disseminating them as directed.
  • Maintaining and making readily available policies, procedures, or regulations dictating organizational responsibilities and authorities, and reviewing documents to develop a familiarity of operations.
  • Utilizing data analysis tools and software to perform analysis of topics that cover organizational metrics such as operational, personnel, project, or funding data that can be easily identified and compiled.

The Drug & Chemical Evaluation Section (DOE) is responsible for leading Diversion Control in the scientific processes for the evaluation of substances and chemicals to determine abuse of substances and/or potential for illicit trafficking and manufacturing.
The Targeting & Special Projects Section (DOI) utilizes the power of raw data and advanced analytical methodologies to identify trends and patterns of drug abuse and the diversion of controlled substances and pre-cursor chemicals worldwide.
The Registration and Business Operations Section (DRR) is responsible for overseeing all registration programs and activities administered by the Diversion Control Program (DCP) pursuant to the Controlled Substances Act (CSA) and Code of Federal Regulations (CFR).
The Regulatory Section (DRG) serves as the subject matter expert for the Office of Chief Counsel (CC), coordinates and provides guidance to the field regarding Diversion Control initiatives that affect the DCP on a national level, provides input to the Liaison and Policy Sections and oversees the investigations on bulk manufacturers and importers of Schedule I and II controlled substances for the DCP worldwide.
The Import/Export Section (DRI) issues import and export permits, and monitors declared imports, exports, and transshipments of these regulated substances.
The Diversion Technology Section (DRT) handles the oversight, maintenance, and growth of the information technologies (IT) utilized for the DCP and its personnel.
The Diversion Planning & Resources Section (DPA) serves by coordinating, managing, planning, and implementing policies and strategic practices for current and future needs.
The Liaison & Outreach Section (DPL) establishes and maintains liaison and working relationships with other federal agencies; foreign, state, and local governments; and the regulated industries that interface with the DCP.
The Regulatory Drafting & Support Section (DPW) develops, drafts, evaluates, and reviews proposed and existing regulations to ensure the mission of the DCP is accomplished.

Applicants must meet the required qualification requirements described below by the closing date of the announcement. If you are qualifying based on education or if there are mandatory education requirements listed below, you MUST submit a copy of your college transcripts with your application.
Applicants applying for the GS-07 must meet one of the following requirements:
A. Have at least one full year of specialized experience that is at least equivalent to work performed at the GS-05 grade level. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Qualifying experience must demonstrate the following: GS-07: Must have one (1) year of specialized experience equivalent to at least the GS-05 level or pay band in the Federal service that includes performing the following duties: 1) performing data analysis; 2) gathering data; 3) drafting correspondence; and 4) responding to routine and general inquiries requesting guidance on policies and procedures. -OR-
B. SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-07 level may be met by completion of one (1) full academic year of graduate level education. -OR-
C.SUPERIOR ACADEMIC ACHIEVEMENT: Education that meets at least one of the following requirements for superior academic achievement: 1) class standing in the upper third of the graduating class in the college, university, or major subdivision based on completed courses; 2) grade point average of 3.0 or higher out of a possible 4.0 as recorded on the official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; 3) grade point average of 3.5 or higher out of a possible 4.0 based on the average of the required coursescompleted.in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR 4) election to membership in a national scholastic honor society listed by the Association of College Honor Societies. -OR-
D. COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirement. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.
