Description

Markon is building a talent pool of Contracts Administration Specialists to support our NRO client in Chantilly, VA

Responsibilities

The ideal Contracts Administration Specialist will be responsible for (but not limited to) the following tasks:

    Provide contract administration support including data-call responses and reporting for CO, COTR, and Program Manager.

  • Interface with NRO financial systems such as BERT, BART, FIRST, Forest and Trees, and others.

  • Maintain compliant and accurate contract files per regulatory standards.

  • Prepare contract awards and modifications per NAM/FAR guidance.

  • Review and process EPX documentation including appropriate clauses and approvals.

  • Develop and maintain key contractual documents including negotiation memorandums.

  • Review and advise on SOWs, J&As, acquisition plans, and other contracting documents.

  • Provide contracting guidance to COTR, Program Control, and Security.

  • Conduct and support market research and prepare related documentation.

  • Analyze cash flow for contract decisions and recommend appropriate contract types.

  • Identify appropriate procurement methods and contract financing strategies.

  • Recommend competition types and justify selections (e.g., full and open, other than full and open).

  • Provide support for source selections, pre/post-award debriefings, and protest resolutions.

  • Conduct cost/price analysis and identify the need for certified pricing data.

  • Prepare and support negotiations for all contract elements including schedule, performance, and pricing.

  • Track and support government property usage and issue resolution.

  • Assist with expired contract processing and close-out documentation.

  • Calculate final contract prices and resolve contract payment issues.

  • Identify and escalate indicators of fraud or misconduct.

  • Assess, recommend, and document subcontracting plans and compliance issues (e.g., OCI, ITAR).

  • Support delivery and acceptance documentation and ensure contract adherence.


Qualifications

Required:

  • TS/SCI with a Counterintelligence Polygraph (Preferably with this client)
  • High School Diploma, Associate's Degree, or Bachelor's Degree required (dependent on level)

  • 2-10+ years of experience in federal contract administration

  • Familiarity with NAM/FAR and contract documentation standards

  • Proficiency using contract writing tools (e.g., EPX Studio)

  • Strong analytical and negotiation skills

Desired:

  • Experience working within the NRO or other IC agencies

  • Background in market research, pricing, and cost analysis

  • Understanding of acquisition lifecycle and contract law

  • Experience resolving contract disputes and conducting close-outs


Salary Range
USD $150,000.00 - USD $190,000.00 /Yr.
