Summary
You will serve as a SUPERVISOR in the TOTAL FORCE MANAGEMENT of NAVWARSYSCEN PACIFIC SAN DIEGO CA.

Duties
Help
  • You will promote change strategies that require analysis and interpretation of policies, intervention, implementation of change models, and assessment of organizational effectiveness.
  • You will execute of the organizational development and training management and manpower management teams' responsibilities.
  • You will implement planned training based on inputs from the annual training survey. Make final determinations on vendor selections and onsite courses.
  • You will serve as the administrator for executive/leadership training, working with NAVWAR HQ to coordinate and announce opportunities to NIWC Pacific eligible candidates, reviewing NIWC Pacific application packages etc.
  • You will serve as the Subject Matter Expert in all areas related to civilian employee training and development, including providing guidance on and interpretation of Navy, DoD, and Federal training regulations and requirements.
  • You will oversee the tracking of and reporting on civilian, contractor, and supervisory personnel mandatory training execution.
  • You will maintain awareness of and report on (as required) civilian developmental programs administered by other departments, targeting specifics of the civilian/military workforce.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band NM-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading a team, planning work assignments, developing and administering command-wide programs, and approving financial transactions.

The pay schedule for all Supervisor Positions will be NM-2/3/4/5/6.This position is eligible for ad-hoc/situational telework at the discretion of management.
This position is covered by the Department of Defense Priority Placement Program.
