Program: Comprehensive Legal Services to Unaccompanied Alien Children (UAC) – Program Management Office (PMO) Contract

Customer: U.S. Department of Health and Human Services (HHS) – Office of Refugee Resettlement (ORR), Washington, D.C. Capital Area

Work Location: 100% Remote Telework (U.S.-based)

Employment Type: Full-Time / W-2

Clearance: Must be a U.S. Citizen and able to obtain and maintain an HHS Public Trust background investigation

POSITION SUMMARY

The Records Manager owns federal records management for CPMC's HHS/ORR UAC Legal Services PMO. This mid-level resource is responsible for the complete case file lifecycle — compilation, closure, and secure storage — and for the physical packaging and shipment of records to the ORR Federal Records Center in strict accordance with NARA specifications. The Records Manager also administers litigation holds, ensuring program records are preserved, retrievable, and defensible at all times.

KEY RESPONSIBILITIES
  • Manage the endtoend case file lifecycle: compilation, indexing, quality check, closure, and secure storage of records supporting the UAC program.
  • Prepare, physically package, and ship retired records to the ORR Federal Records Center in full compliance with NARA records transfer specifications (container standards, labeling, SF135 transmittals, and shipment scheduling).
  • Administer litigation holds: issue, track, and release holds; coordinate with CPMC and HHS counsel; document chain of custody for held records.
  • Maintain the program's records inventory, retention schedule mapping (NARAapproved schedules / HHS records schedules), and disposition logs.
  • Operate and enforce document control in the program's electronic repositories (SharePoint and connected systems), including access controls and version integrity.
  • Support audits, FOIArelated searches, and agency data calls by locating and producing records accurately and on time.
  • Develop and maintain records management desk procedures, filing plans, and training materials for PMO staff and subcontractors.
  • Ensure all records handling complies with HHS privacy requirements and CPMC informationsecurity policy; report and remediate any mishandling.
  • Coordinate physical shipment logistics (secure transport, tracking, receipt confirmation) with the Federal Records Center.
  • REQUIRED QUALIFICATIONS
  • U.S. Citizenship (required for HHS background investigation).
  • Ability to obtain and maintain an HHS Public Trust background investigation.
  • Bachelor's degree in Records Management, Information Management, Library Science, Public Administration, or a related field.
  • Minimum 46 years of federal records management experience, including handson experience with NARA records transfer requirements and Federal Records Center (FRC) shipments (SF135 preparation, accessioning).
  • Direct experience administering litigation holds and supporting eDiscovery searches on a federal program.
  • Working knowledge of federal records retention schedules, NARA regulations (36 CFR Chapter XII), and HHS records management policies.
  • Strong SharePoint and Microsoft 365 document management skills.
  • PREFERRED QUALIFICATIONS
  • Certified Records Manager (CRM) or equivalent certification.
  • Prior records management experience with HHS/ORR, ACF, or an immigrationrelated program.
  • Experience managing case files containing sensitive information under privacy constraints.
