Job Summary:


Genesis Consulting is seeking an experienced Business Analyst to support a public sector client by providing business analysis, grants management support, program coordination, stakeholder engagement, and reporting services for large-scale rural healthcare transformation initiatives. This role will work closely with program leadership, healthcare partners, vendors, and state agencies to ensure successful execution of grant-funded initiatives aligned with federal and state requirements.


The ideal candidate will possess strong experience supporting public sector healthcare programs, rural health initiatives, Medicaid or CMS-funded programs, and grants oversight activities. Experience coordinating multi-stakeholder healthcare transformation projects and monitoring program performance metrics is highly preferred.

Duties and Responsibilities:


· Serve as liaison between business stakeholders, program leadership, healthcare providers, and technical teams to support implementation of rural health transformation initiatives.

· Analyze business processes, operational workflows, and grant program requirements to identify improvement opportunities and implementation risks.

· Support oversight and coordination of grant-funded initiatives to ensure compliance with CMS, federal, state, and program-specific requirements.

· Facilitate requirements gathering sessions, stakeholder interviews, workshops, and process mapping activities.

· Develop and maintain business requirements documents, workflow diagrams, meeting materials, status reports, risk logs, and action item trackers.

· Monitor program milestones, deliverables, and implementation activities to ensure alignment with grant objectives and reporting requirements.

· Assist with development and tracking of key performance indicators (KPIs), program metrics, and operational dashboards.

· Coordinate with vendors, subcontractors, healthcare organizations, and community partners to support program execution and issue resolution.

· Support preparation of executive briefings, grant reports, evaluation documentation, and compliance-related deliverables.

· Review the subrecipient grant financial and performance reports.

· Analyze healthcare operational data and program outcomes to support strategic decision-making and continuous improvement initiatives.

· Assist with program governance activities including steering committee coordination, meeting facilitation, and documentation management.

· Support change management, communication planning, and stakeholder engagement efforts across rural healthcare initiatives.

· Ensure all work products, reports, and deliverables are completed in accordance with State of Delaware standards and timelines.



Requirements

· 5+ years of Business Analyst experience supporting healthcare, public sector, grants management, or Medicaid/CMS-funded programs.

· Experience supporting rural health initiatives, healthcare transformation programs, or public health projects.

· Strong knowledge of grants management processes, program oversight, compliance monitoring, and federal reporting requirements.

· Experience facilitating requirements gathering, process analysis, workflow documentation, and stakeholder meetings.

· Demonstrated experience supporting large-scale, multi-stakeholder programs with cross-functional coordination responsibilities.

· Experience creating business requirements documents, process flows, status reports, and executive-level presentations.

· Strong analytical, organizational, communication, and problem-solving skills.

· Proficiency with Microsoft Office Suite, Visio, SharePoint, Jira, or similar project management and collaboration tools.

· Ability to manage multiple priorities in a fast-paced healthcare or government environment.


Preferred Qualifications:

· Experience supporting CMS, Medicaid, public health, or healthcare grant programs.

· Familiarity with rural healthcare delivery models and population health initiatives.

· Experience with program evaluation, healthcare analytics, or quality improvement initiatives.

· Knowledge of federal grant compliance and healthcare regulatory requirements.

· Experience working with state government agencies or public sector procurement environments.


Minimum Education:


· Bachelor’s Degree in Business Administration, Public Health, Healthcare Administration, Information Systems, or related field.


Required Certifications:


· PMP, CBAP, PMI-PBA, Scrum Master, or related certifications preferred.
