Summary
The incumbent serves as the Management Analyst, reporting to the Corporate Compliance Section Chief. The Management Analyst is responsible for program functions to include compliance education and training, compliance committee, internal reporting and communications, auditing and monitoring, investigation and response for a highly-affiliated, 3 complexity health care delivery system.

Assists the Corporate Compliance Section Chief in the formulation of major professional policies and procedures through completed staff studies, specific recommendations and professionally developed reports. Participates in systematic reviews of services. Assists in developing, implementing or coordinating the implementation of corrective action resulting from such reviews. Incumbent must exercise independent decision making in accomplishing duties.
Establishing standards of a professional/administrative nature to improve program, services, operations, and facilities at all levels of the organization. Assists the Corporate Compliance Section Chief in quality improvement programs. Will be assigned special projects and additional tasks by the Corporate Compliance Section Chief and the management team which are of major importance for the facility's overall mission.
The incumbent coordinates and prepares documents for programs or services which are required by The Joint Commission (TJC), the Inspector General, and other accrediting bodies. As appropriate, develops policies, procedures, schedules and other activities to have the health care system comply with VA, TJC, and other regulatory agencies.
Conducts audits, reviews and analyzes clinical and administrative processes. Analyzes a variety of audits, reports and databases representing processes that impact access for Veterans. These include but are not limited to: scheduling accuracy, scheduling backlog, consult management, use of Veterans Choice List (VCL), utilization and documentation of Non-VA Care (NVC), clinical wait times, no show reports, clinic cancellation reports, panel size, telephone data, wait lists, and registration accuracy. Identifies, documents and reports non-compliance with established policies and procedures.
Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/10/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
  • GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include Knowledge of VA directives, regulations, policies and procedures to communicate program requirements through written guidelines, policies, and procedures; and through oral communication with management, supervisors, nursing staff, pharmacy staff, police officers and inspectors as well as using knowledge to independently review compliance concerns, controlled substance discrepancies or other issues that are not addressed specifically in the guidelines. Knowledge of qualitative and quantitative techniques for collecting, analyzing, and interpreting a wide variety of data to measure and effectiveness, efficiently and productivity of administrative, clinical and technical health care programs, and to report results of reviews in a concise, usable manner. Knowledge of how to develop and apply new or modified work methods, organizational structures, records and files, management processes, etc., to maintain accurate and complete records that can be retrieved and interpreted easily by internal and external auditors such as the OIG, SOARS, DEA and TJC. Knowledge of the various administrative and clinical programs within the health care system in order to gather information, present recommendations and coordinate corrective action plans. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (Transcript Required) OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree. (Transcript Required)
