  • You will serve as the senior technical authority directing professional accounting operations, managing complex automated financial systems, and leading Financial Improvement and Audit Readiness (FIAR) initiatives.
  • You will provide expert-level management advice and independent oversight to resolve the most challenging accounting issues stemming from the commands' unique missions, isolated operating environments, and highly complex funding streams.
  • You will both work independently and direct team efforts to address assignments that are
    typically without precedent, of long duration, and require extensive cross-agency collaboration.
  • You will assign work to subordinate(s) based on priorities, difficulty of assignments, and the capabilities
    of employees.
  • You will directly advise the Commander and subordinate leadership on resource availability, internal controls, and the overall financial health of the command.

  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You may be required to obtain and maintain a U.S. Passport.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience managing the full range of accounting functions (e.g. financial operations, financial reporting, systems accounting, financial improvement, audit readiness) across a large and complex organization. Experience resolving complex accounting issues with a broad and significant impact. Experience navigating financial and accounting interdependencies to resolve complex financial issues, to include: understanding organizational responsibilities and enhancing working relationships; leveraging financial systems and processes that cross organizational boundaries to resolve accounting issues and produce actionable and reliable financial information; applying change management skills to drive financial improvement; effectively advocating for financial interests of a large organization. Experience applying quantitative analytical skills to monitor and improve financial outcomes across a large organization. Experience recommending, developing, and implementing new financial policies, processes and systems across a large and complex organization where impact to organizational mission is significant.
In addition to specialized experience, this position also has an Individual Occupational Requirement:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR,
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
