This is an excepted service position that requires membership in a compatible military assignment in the DC Army National Guard.
MILITARY REQUIREMENTS: You must meet the minimum military rank as specified in this announcement. The National Guard's full-time support program requires that all military technicians are members of the National Guard and are appointed to full-time positions which correspond to their military assignments. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.
Minimum Military Rank: E-4/SPC
Maximum Military Rank: E-6/SSG
Other requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within One (1) year of appointment.
This position is located in the Logistics (S-4) Section of a Brigade/Group/Troop Command of the Army National Guard (ARNG). Under the direction of the Officer in Charge (OIC) or Commander, this position functions as the logistics manager of the organization and is responsible for oversight of property accountability functions. May serve as the organizational Property Book Officer responsible for routine accomplishment and oversight of property accountability functions in subordinate organizations. Supervisory duties are performed less than 25 percent of the work year.
Duties:
  • Develops, implements and evaluates the logistics and property accountability plans and policies for the organization. Serves as the subject matter expert for the command in the area of logistics.
  • Develops and coordinates the execution of the command supply discipline program, command maintenance discipline program, and other-directed command inspection programs.
  • May supervise and maintain property book accountability utilizing an automated system and related computer programs to account for property. Directs the establishment of hand receipt files for each element, whether separate or organic to the organization, and maintains accountability by the use of hand receipt listings.
  • May establish quality control procedures and oversees the edit of all documents. Ensures documents are accurate and properly input into the automated system.
  • Provides technical guidance and assistance to all organizational logistic personnel pertaining to logistics and property management. Plans, organizes and assigns work to subordinates engaged in logistics and property management at the command level.
  • Performs other duties as assigned.

GENERAL EXPERIENCE: Experience, education, or training involving judgement and/or analytical ability in the logistics field. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: One year specialized experience, education, or training equivalent to at least the next lower grade level. Must have experience, education, or training which includes identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan.
