Job description

Location: Position can be performed from any U.S. company office, with opportunity for office and remote work.

Position Description:

Lead enterprise technology procurement and strategic sourcing for Turner Information Services (IS), with accountability for high-value software, software-as-a-service (SaaS), cloud services, hardware, telecommunications, construction technology, and professional services. Develop and execute category and supplier strategies; lead competitive sourcing and complex commercial negotiations; manage contract lifecycle, supplier performance, risk, and value realization; and support global procurement opportunities across ACS Group operating companies. Partner with departments and business leadership tooptimizetotal cost of ownership, improve commercial and service outcomes, reduce supplier risk, and support enterprise technology standards. 

Essential Duties & Key Responsibilities: 

  • Develop and execute multi-year category strategies and sourcing roadmaps for major technology spend categories, aligned with enterprise architecture, cybersecurity, financial, and business priorities. 
  • Lead end-to-end RFI, RFP, and RFQ processes, including market analysis, requirements development, supplier due diligence, bid evaluation, negotiation, award recommendation, contracting, implementation, and post-award governance. 
  • Lead complex sourcing, negotiation, and renewal strategies for enterprise software, SaaS, cloud services, hardware, telecommunications, and professional services, including pricing, licensing models, service levels, price protections, audit rights, renewal provisions, termination rights, and other commercial terms, in partnership with Legal, Finance, Information Security, and technology leadership.
  • Develop fact-based negotiation strategies using spend analytics, market intelligence, price benchmarking, cost models, scenario analysis, and supplier financial information.
  • Partner with technology owners, Finance, and ITasset-managementteams tooptimizesoftware entitlements, licenseutilization, subscription and consumption models, true-ups, co-terming, renewals, and the elimination of unused or duplicative software.
  • Support budgeting, forecasting, renewal planning, and technology investment decisions through forward-looking spend analysis and commercial recommendations.
  • Support procurement coordination across ACS Group operating companies to aggregate demand, rationalize overlapping technology solutions, consolidate strategic suppliers and contracts, and negotiate global or regional agreements that leverage enterprise scale, in partnership with technology governance and subject to local business, legal, regulatory, tax, cybersecurity, and data-residency requirements.
  • Partner with Enterprise Architecture, Information Security, technology owners, andoperating-company leaders to ensure that solution-standardization and supplier-consolidation decisions meet business, technical, security, and service requirements.
  • Oversee procurement requests, supplier onboarding, contract administration, renewals, purchase activities, and related workflows to ensuretimelyand effective service delivery.
  • Ensure technology procurement activitiescomply withcompany policies, financial controls, contractual obligations, information-security requirements, and established procurement governance.
  • Establish governance for strategic technology suppliers through defined key performance indicators, service-level agreements, scorecards, executive business reviews, escalation processes, remediation plans, and continuous-improvement commitments.
  • Coordinate supplier due diligence and ongoing third-party risk management covering cybersecurity, privacy, financial viability, regulatory compliance, business continuity, concentration risk, and contractual compliance.
  • Build andmaintainsenior-level relationships with strategic technology suppliers and internal stakeholders while proactively addressing performance, commercial, and contractual issues.
  • Develop, document, and continuously improve procurement policies, procedures, standard work, governance, and controls;identifyopportunities for process optimization, automation, and data-driven decision making.
  • Establish, track, andreportprocurement performance measures, including realized savings, cost avoidance, total cost of ownership, contract coverage, renewal readiness, supplier performance, cycle time, risk reduction, and stakeholder satisfaction.
  • Lead, coach, and develop procurement staff through performance management, mentoring, workload planning, succession planning, and professional development.
  • Foster collaboration across Infrastructure, Applications, Cybersecurity, PMO, Finance, Legal, Corporate Procurement, Compliance, Enterprise Architecture, and business teams to support technology initiatives and organizational priorities.
  • Communicate sourcing strategies, procurement status, risks, performance measures, and recommendations to executives and other stakeholders with clarity and commercial judgment
  • Perform other activities, duties, and responsibilities as assigned.
