Job description

The Procurement team at Argonne National Laboratory seeks applications from talented and highly-motivated individuals to join a team of specialists focused on providing procurement support and exceptional service to the scientists, engineers, and organizations across the Laboratory.

The Procurement Specialist- Subcontracts facilitates the procurement process through the timely and economical acquisition of services required by the scientific and operations organizations of Argonne National Laboratory within legal constraints of the regulatory procedures and statutes.

A successful candidate will have experience delivering exceptional customer service, strong attention to detail, and the ability to manage multiple priorities in a deadline-driven environment. In this role, the Procurement Specialist will manage and coordinate assigned subcontract actions, provide guidance and proactive updates to internal customers, and ensure acquisitions are conducted efficiently and in compliance with applicable requirements.

Responsibilities include providing support, as needed, to all aspects of acquisitions for commercial and non-commercial subcontracts including but not limited to the following:

  • Handle some of Argonne's complex and sensitive acquisitions (e.g., staff augmentation, research and development, consulting, demonstration, etc.), requiring an in-depth knowledge of contracting rules, regulations, and procedures.
  • Perform a full range of pre- and post-award acquisition activities.
  • Work jointly with a multitude of personnel (e.g., Program, Finance, Budget, Legal, Export Control, Security, Property Management, Cyber Security).
  • Develop procurement objectives; schedule procurement activities to ensure timely contract award; review statements of works for clarity, conciseness, and completeness; determine types of contracts; determine any special regulatory or statutory requirements that are applicable to the acquisition.
  • Determine the proposal evaluation methodology and assist the Technical Evaluation Team in developing evaluation criteria, while supporting and coordinating the competitive action throughout the entire acquisition cycle, from solicitation through evaluation, negotiations, and contract award.
  • Coordinate and controls contract administration activities, interpret contract provisions, ensure consistency in contract administration, or on needs for contract modifications, including contract termination and closeout.
  • Other post-award activities include incurred cost audits and any other procurement-related audits.
  • This position is largely remote, however, local candidates are preferred to be able to come onsite when needed for business reasons and need to be able to work during Argonne's core business hours in the Central Standard Time Zone.

Position Requirements

  • PA2: Minimum of a Bachelor's degree and 2+ years of experience, or equivalent
  • Knowledge of the Service Contract Labor Standards and their applicability to service contracts
  • Experience performing price and cost analyses
  • Experience managing and coordinating assigned subcontract actions
  • Proficiency with Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel)
  • Effective written and verbal communication skills and effective negotiation skills
  • Strong analytical, strategic-thinking, and attention-to-detail
  • Ability to multitask, prioritize, and manage time efficiently in a deadline driven environment
  • Ability to provide exceptional customer service skills with timely and proactive follow up
  • Ability to work collaboratively with team members to complete duties as needed
