Job description

The Laboratory Services Information System Manager monitors, maintains, updates, trains and coordinates all aspects of the Lab Information System to ensure efficient and optimal operations at all times. The individual also acts as a liaison officer for all LIS and HIS:LIS-related issues, interacting with Laboratory Staff, Hospital Departments/Nursing Units, internal and external Information System personnel. Position must understand the interactive relationship between all systems that interact with LIS including but not limited to PowerChart, Cerner AP and CP, Kronos, PBAR, and Master Control. Position helps ensure CAP, CLIA, MC, and CDM compliance.
Essential Duties
  • Monitor all aspects of the daily LIS operations. Assigns tasks to other LIS Team members matching their skill sets, and monitors their progress. Evaluates LIS team members annually based in part on the execution of these assignments.
  • Address and resolve computer-related problems/issues as presented by both lab personnel and non-laboratory personnel.
  • Assist the Department Director in formulating LIS goals consistent with Departmental Goals and Objectives.
  • Keep the Charge Data Master and other billing functions accurate and up to date.
  • Work with Order Communications Coordinator to facilitate dissemination of information regarding use and capabilities of Cerner System, to all hospital personnel involved in ordering laboratory test or in reviewing results through the OC system.
  • Assist lab personnel in gathering data from Information System needed to complete reports, QA data, statistics, and other essential informational material.
  • Recognizes normal, abnormal and critical results and taking appropriate action as required, including appropriate considerations for the age of the patient.
  • Knowledge of clerical and computer functions and for carrying out additional clinical and clerical duties to meet the needs of the Department and hospital staff.
  • Communicate and interact effectively with co-workers and guests of the institution.
  • Adhere to established Hospital and Departmental policies and procedures.
  • Maintain professional growth and development by attending Continuing Education sessions. Actively participates in the Department's Quality Assurance program and attends meetings as necessary.
  • Instruct, orienting and completing orientation checklist for new lab and LIS employees. Communicates with employees on the day to day operations of the section. Reviews implemented changes with all staff.
  • Evaluate new technical procedures and for assuring their accuracy and implementation in the LIS section.
  • Provide input to annual Performance Appraisal review for staff rotating in section. Assists in the process of commendations, counseling, interview and selection of employees.
  • Assist the Department meet accreditation requirements by licensing agencies.
  • Coordinates and integrates department services on intradepartmental, interdepartmental And hospital wide levels.
  • Plans for provision of service through provision of appropriate levels of qualified competent staff. Policies and procedures are in place to support scope of service.
  • Establishes and maintains performance improvement and quality control activities which support the department and the hospital.
  • Provides for orientation, training, and continuing education of staff.
  • Monitor space/resource requirements and utilization of outside resources.
  • Assures results are available within defined TAT guidelines, from the LIS-perspective.
  • Adheres to Safety / Infection Control guidelines using personal protective equipment as required
  • Willingness to take on new tasks and additional responsibilities
  • Displays flexibility to cover the lab in emergencies and difficult staffing situations
  • Maintains an English speaking environment in all work areas
  • Adheres to established Hospital and Departmental policies and procedures.
  • Performs other duties as assigned.

Required Qualifications:
  • Req BS or BA degree in a related field

  • Req 5 years Experience in an acute care facility setting.

  • Req 3 years In a Laboratory Information System Analyst capacity.

  • Req 1 year Prior supervisory experience.

  • Req Familiarity with CAP and CLIA LIS regulations.

  • Req Familiar with good management of human resources techniques and rules.

  • Req Organization/time management skills.

  • Req Excellent analytical, problem-solving, planning and evaluation skills.

  • Req Demonstrates ability to utilize effective, appropriate and diplomatic oral and written communication skills.

Preferred Qualifications:
  • Pref SOFT LIS experience
  • Pref Familiarity with HL7, SQL, Co-path, PowerChart, PathNet, and Cerner strongly recommended.
  • Pref Excel, Word, Powerpoint, MDI, FSO, E"KM editor, Discern Visual Developer
  • Pref Clinical Laboratory Scientist - CLS From State of California.
  • Pref ASCP Certification.
  • Pref Evidence of attendance at LIS workshops

Required Licenses/Certifications:
  • Req Fire Life Safety Training (LA City) If no card upon hire, one must be obtained within 30 days of hire and maintained by renewal before expiration date. (Required within LA City only)
