Description

Seeking an experienced IT Portfolio Manager (contract) to lead the governance,

performance, and value delivery for the Enterprise Enablement Office (EEO). The EEO is

responsible to provide roadmaps, strategic view of IT projects and initiatives via business analysis

and IT architecture services. This role ensures that all work in this domain—projects, programs,

and ongoing operations—is aligned with business strategy, financially controlled, and compliant with

enterprise standards.

The IT Portfolio Manager operates at the intersection of strategy, execution, governance, and

financial oversight, partnering closely with domain leadership, IT governance, and enterprise

stakeholders to drive measurable business outcomes.

Specific Accountabilities:

• Own and manage the domain’s portfolio of projects, programs, and operational work, ensuring

all initiatives have clear objectives, KPIs, and success measures while proactively identifying and

correcting underperformance.

• Maintain a consolidated view of demand and priorities across the domain, facilitating trade-off

decisions and aligning roadmaps to business and IT strategy in partnership with stakeholders.

• Oversee resource capacity and allocation across the portfolio, identifying constraints and

optimizing prioritization and sequencing to maximize delivery efficiency.

• Manage portfolio budgets, forecasts, and business cases while tracking financial performance and

ensuring benefits realization aligns with approved investment outcomes.

• Embed enterprise governance frameworks, maintain audit-ready documentation, and manage

portfolio risks, audit findings, and remediation efforts.

• Support vendor selection and sourcing processes while overseeing vendor performance,

contracts, and governance in collaboration with project and sourcing teams.

• Deliver comprehensive portfolio reporting and actionable insights on delivery performance,

financials, capacity, risk, and benefits to support executive decision-making and governance

forums.

• Drive continuous improvement and delivery excellence, contributing to PM best practices,

lessons learned, and overall maturity of the project management community.

Experience/Skills Required:

• Minimum of seven years of experience in IT portfolio management, program management, or IT

governance

• Proven experience managing complex portfolios across multiple projects and stakeholders

• Proven track record in delivering programs/projects on time, within budget and within scope

• Strong financial management skills (budgeting, forecasting, business cases)

• Experience with IT governance, risk, and compliance frameworks

• Ability to operate at both strategic and operational levels

• Experience supporting audits and regulatory environments (e.g., DORA, SOX)

• Experience in managing teams without being the line manager of the resources, and that consist

of both company employees and third parties

• Experience in managing projects in a global, matrix environment including delegating work to

other departments in order to achieve deliverables

• Very strong communication, negotiation, analytical and problem-solving skills
