Job description

E-Logic Inc. is seeking an experienced CPIC / IT Portfolio Management Analyst to support the Office of Elementary and Secondary Education (OESE) at the U.S. Department of Education. This role will serve as a subject matter expert on investment management, providing expert advice and services in all Capital Planning and Investment Control (CPIC) activities. This includes developing and maintaining business cases (OMB 300/53), conducting investment analysis, and ensuring compliance with federal CPIC guidance. This position is contingent upon contract award.

Location: Remote (U.S. Based) with occasional travel to Washington, D.C. (approximately 2-3 times per year


Key Responsibilities
  • Serve as the analytical lead on the engagement and the primary point of contact for OESE's senior leadership on investment performance and governance questions .
  • Support the full lifecycle of CPIC activities, including budget formulation and execution, earned value management (EVM) analysis, and OMB 300/53 development and maintenance.
  • Develop and validate business cases (OMB-300 equivalents), investment charters, operational analyses, and alternatives analyses.
  • Input all monthly and quarterly updates to the Department's Folio system and assist with annual OMB 53 submissions.
  • Conduct in-depth investment analyses (e.g., ROI, Analysis of Alternatives, Fit/Gap Analysis, Business Case) including stakeholder interviews and data validation.
  • Prepare monthly portfolio status reports, quarterly governance board briefings, and annual portfolio management review materials.
  • Respond to ad hoc data requests from the Department's Investment Assistance and Management Team (IAMT).
  • Ensure all portfolio management activities align with HHS and federal capital planning requirements, including FITARA, EPLC, and OMB Circular A-11.
Required Qualifications
  • Bachelor's Degree in Information Technology, Business Administration, Public Administration, or a closely related field .
  • Minimum of 5-7 years of experience managing or advising on IT investment portfolios in a federal government setting .
  • Demonstrated, hands-on experience with federal Capital Planning and Investment Control processes -- including preparing or reviewing OMB Exhibit 53 or Exhibit 300 reporting documents .
  • Experience conducting at least two types of formal investment analysis (e.g., ROI, Analysis of Alternatives, Fit/Gap, Business Case) on federal IT programs.
  • Proficiency with MS Office suite, SharePoint, and federal data management tools (experience with Folio is highly desired).
  • Ability to produce polished, Section 508-accessible deliverables in Microsoft Word, PowerPoint, and Excel .
  • Excellent written and verbal communication skills, including business and technical writing .
  • Must be a U.S. citizen or Lawful Permanent Resident; ability to obtain a favorable federal suitability determination (Moderate Risk) and sign a government Non-Disclosure Agreement before starting work.
Preferred Qualifications
  • Master's Degree in IT, Public Administration, or related field .
  • Prior experience supporting the Department of Education or another federal agency on IT portfolio or capital planning work .
  • Project Management Professional (PMP) or equivalent certification .
  • Familiarity with OMB A-11, FITARA, and federal IT acquisition regulations .

Security Clearance: Must be a U.S. Citizen or Lawful Permanent Resident. Ability to obtain a favorable federal suitability determination (Moderate Risk) and HSPD-12 credentials (PIV card) is required.
