Summary
This position is located at a Service Unit within the Indian Health Service (IHS). The primary purpose of this position is to provide professional community/public health nursing services through direct care to individuals, families, and identified populations through direct care, home and school visiting, and population-based assessment, prevention, and intervention activities.

Duties
Help

• Assesses the health needs of individuals, families, and the community served, taking into account the total situation in the family, the home, and in the community environment.
• Develop individualized and family-centered care plans. Implements and evaluates
  plans of care to support prevention, early intervention, treatment adherence, and continuity of care.
• Shares health information and collaborates with patients, families and other community resources. Educates and coaches people to make appropriate and informed decisions about health issues.
• Apply population health assessment and surveillance findings to support targeted prevention, early intervention, and public health nursing activities within the assigned service unit.

Background Investigation Requirement:
This position requires the successful completion of a federal background investigation as a condition of employment.
A background investigation is a standard process used by the Federal Government to verify an individual's identity, employment history, education, and other relevant information to determine suitability for Federal service.
Upon receipt of instructions, applicants must complete all required background investigation forms within five (5) calendar days of issuance. Timely completion is critical to avoid delays in processing or a determination of unsuitability.

Financial Suitability Requirement:
This position requires a review of the applicant's financial history as part of the personnel security and suitability determination. Applicants must demonstrate financial responsibility, maintain good standing with creditors, and satisfy all legal financial obligations prior to applying.

Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-11: Applicants must successful completion of a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field;
-OR-
Have at least one full year of professional nursing experience (equivalent to the GS-9 grade level) and possession of a diploma, associate degree, bachelor's degree, or master's degree from a professional nursing educational program.
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing chart reviews against established or self-developed criteria, such as Community Health Nursing quality measures, provide primary health care a generalized public health needs of a community and develop a health profile; independently plan for, coordinating, managing and evaluating a community health nursing program, clinic or unit including delegating work and leading others.
Maybe required to work evenings, after-hours, weekends, and/or holidays. On-call hours or call backs may be required to address other public health or medical emergencies.
The selected individual is required to obtain and maintain any licensure requirements. If are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.
