Overview
The Health, Safety, Environmental, and Quality (HSEQ) Manager's primary responsibility is to manage Remedial Construction Services (RECON) Behavior-Based Safety (BBS) program. The HSEQ Manager ensures that all personnel assigned to projects are informed of, observe, and comply with all applicable laws; Company Health and Safety Programs; project Health and Safety Plans (HASPs); safe work plans; permits; industry standards; Company safety procedures; client requirements; and any other requirements that may apply. Supervise HSEQ Technicians and Coordinators during projects.
This is a remote position. It is preferred that candidates are based in the Mountain or Pacific timezones. Some travel to project sites will be required.
Responsibilities
  • Conduct or coordinate scheduled project visits when directed, safety inspections and corporate health and safety program audits within assigned program.
  • Evaluate project safety compliance in support of the Business Unit (BU) BBS program; discuss safety issues; and ensure that safety policies, procedures, and best practices are implemented and followed.
  • Develop and ensure HASP requirements are implemented on projects.
  • Serve as the technical lead for environmental, health, safety, hazardous materials, and security issues.
  • Provide technical training and guidance to HSEQ professionals and first line supervisors.
  • Share in program-specific leadership duties.
  • Provide guidance when responding to regulatory audits (OSHA, EPA, DOT, FAA, etc.).
  • Advise project management teams within their programs of health and safety activities including accomplishments.
  • Ensure the completion of company, client, or project specific training in a timely manner. This includes monitoring training needs.
  • Oversee incident investigations ensuring accurate and timely reporting. This includes verifying the implementation of corrective actions while validating effectiveness.
  • Responsible for managing the day-to-day safety operations of assigned projects and overseeing those HSEQ Coordinator & HSEQ Technicians for assigned projects.
  • Educate all project team members on establishing and maintaining safe work conditions, hazard recognition while instilling safety awareness in the field crew at project levels.
  • Work directly with HSEQ Director on project safety staffing needs based on client and scope of work.
  • Attend various company and client meetings being prepared to present safety updates and trends.
  • Assist in the review and update of company safety procedures.
  • Develop lessons learned post incident for program assigned.
  • Have the ability to work independently completing tasks with limited supervision.
  • Manage the BU's Behavior-Based Safety (BBS) program by promoting proactive and preventive safety activities through observing, analyzing, and encouraging safe work behaviors, and by correcting unsafe work conditions.
  • Assist the operations to integrate safety into the project plans, establish safety goals, and reinforce safety policies and procedures. Determine, request, and manage the necessary safety resource levels to support the workload.
  • Perform weekly safety audits on assigned project evaluating sites, discuss safety issues, ensure that programs and commitments are being met at the project level.
  • Work closely with the Construction Managers (CMs), Site Superintendents (Ssup), Subcontractors and field personnel on the project to promote safety, ensure safe work practices.
  • Supply input, write, implement, and maintain the site-specific Job Safety Analysis (JSA), Job Safety Analysis Plan (JSAP), and conduct daily safety meetings.
  • Communicate to workers the daily process, the BBS process, and the daily safety message.
  • Attend project client meetings sharing BU's safety program along with safety metrics/trends as needed.
  • Assist in the Case Management and the managing of the workers' compensation issues on the project with support from the HSEQ Director.
  • Maintain the training and medical certification file for the project on the site. Assist corporate with implementing the Drug and Alcohol Program on the project and the maintenance of required physical and refresher or new required training by law or the client.
  • Maintain the SDS (HAZ COM) file on site for all chemicals brought onto the project for both BU's and subcontractors in accordance with 29 CFR 1910.1200.
  • Maintain, calibration check, and bump check (as required by the specific instruments) each instrument daily. Record the data electronically and print the data daily for the project file. Post data or review the data with the field employees and where the data is stored for them to review.
  • Perform other miscellaneous duties as assigned by the HSEQ Director.

Qualifications
  • 30-hour OSHA construction safety class or equivalent, preferably within last 5 years.
  • OSHA 500, CHST, SMS CSP or other professional designations.
  • An average of at least 24 hours of formal safety training annually for the past 5 years, which may include specific training to achieve Competent Person status for at least one (1) of the following areas of competency as required for the project: Excavations/Trenching; Scaffolding; Fall Protection; Hazardous Energy; Confined Space Entry; Health Hazard Recognition, Evaluation and Control of Chemical, Physical and Biological Agents; PPE and Clothing to include selection, use and maintenance.
  • 40-hour HAZWOPER training (with annual refresher - for all HAZWOPER projects).
  • A strong working knowledge of the behavior-based safety program.
  • Knowledgeable in OSHA regulations regarding 29 CFR 1904, 1910 & 1926 methods, and practices and/or 30 CFR MSHA parts 40 through 104, California Title 8, and Environmental Protection Agency (EPA) requirements.
  • Must learn company safety policies and possess the confidence and leadership to enforce those policies.
  • Must be available for travel over extended periods of time with a routine rotation schedule home.
  • Strong computer skills with the ability to complete and submit weekly, monthly, and quarterly reports to corporate and client representatives in a timely manner using Microsoft Word, Excel, and PowerPoint.
  • Good communication skills.

Education/Experience
  • A college degree is preferred; however, the Company will accept qualifying years of experience in lieu of a degree.
  • A minimum of 10 years' safety work experience on similar environment remediation or construction projects is required.

Additional Information
Salary Range: $95,000 - $135,000 per year
Actual salary will be based on a variety of factors including relevant internal and external experience, knowledge, skills, scope of job, geographical location or other factors permitted by law.
