Job Summary:


Genesis Consulting is seeking a Functional Support Consultant to support the GSA GO.gov travel modernization program by providing functional analysis, requirements management, governance support, and implementation oversight throughout the system development lifecycle. This role serves as a liaison between business stakeholders, program leadership, and technical teams to ensure business requirements are accurately documented, traced, validated, and successfully implemented.


The Functional Support Consultant will play a critical role in requirements traceability, governance reviews, Functional Oversight Change Board (FOCB) support, contract requirements validation, implementation wave planning, and acceptance document reviews. The ideal candidate has experience supporting large Federal system modernization programs, preferably involving Travel & Expense, SAP Concur, or enterprise financial management solutions.


Duties, Responsibilities, & Skills:


· Support functional implementation activities for the GSA GO.gov program across multiple implementation waves.

· Develop, maintain, and manage Requirements Traceability Matrices (RTMs) to ensure end-to-end traceability from contract requirements through design, testing, implementation, and production.

· Review contract requirements, Statements of Work (SOWs), user stories, and functional specifications to verify solution alignment and contractual compliance.

· Participate in governance meetings, program reviews, and Functional Oversight Change Board (FOCB) activities.

· Evaluate proposed functional changes, assess business impacts, and support change approval processes.

· Review and validate system requirements, functional designs, interface specifications, and business process documentation.

· Support agency implementations, ensuring functional readiness and consistency across deployments.

· Conduct acceptance document reviews, implementation readiness assessments, and production transition reviews.

· Coordinate with business analysts, solution architects, technical teams, and agency stakeholders to resolve functional issues and clarify requirements.

· Support User Acceptance Testing (UAT), defect triage, test scenario validation, and production readiness activities.

· Track functional risks, issues, action items, and dependencies while providing status updates to program leadership.

· Assist in documenting meeting outcomes, governance decisions, lessons learned, and implementation recommendations.

· Support continuous improvement initiatives by identifying opportunities to streamline functional processes and governance practices.



Requirements

· 5+ years of experience supporting functional analysis, business analysis, or implementation activities for large enterprise systems.

· Experience supporting Federal Government modernization or system implementation programs.

· Experience developing and maintaining Requirements Traceability Matrices (RTMs).

· Experience reviewing contract requirements, functional specifications, and system documentation.

· Knowledge of requirements management, change management, and governance processes.

· Experience supporting User Acceptance Testing (UAT), defect management, and implementation readiness.

· Strong analytical, organizational, and documentation skills.

· Excellent written and verbal communication skills.


Preferred Qualifications:

· Experience supporting GSA GO.gov, or other large Federal modernization initiatives.

· Experience with SAP Concur, E2 Solutions, or other enterprise Travel & Expense platforms.

· Familiarity with Federal Travel Regulations (FTR) and [SY1] Joint Travel Regulations (JTR) government travel business processes.

· Experience supporting Functional Oversight Change Boards (FOCB) or similar governance bodies.

· Experience with Agile, Scrum, SAFe, or hybrid project delivery methodologies.

· Experience with requirements management tools such as Azure DevOps, Jira, IBM DOORS, or Jama.

Minimum Education:


· Bachelor’s Degree in Business Administration, Information Systems, Public Administration, or another related field.
