Job description

Responsibilities

Peraton is seeking a Senior ICAM Solutions Architect to support mission-critical identity modernization programs within the Defense Manpower Data Center (DMDC), including Multifactor Authentication, Credentialing, and Entitlements & Benefits systems. This role will serve as a strategic technical leader supporting enterprise Identity, Credential, and Access Management (ICAM) modernization, Zero Trust implementation, and large-scale digital identity transformation efforts across the Department of Defense. The selected candidate will partner with government and industry stakeholders to shape ICAM strategy, accelerate modernization initiatives, and guide the design and implementation of secure, scalable identity services supporting millions of users and mission-critical applications.

RESPONSIBILITIES:

  • Serve as a senior IAM architect with hands-on leadership across complex, multibusiness workstreams.
  • Lead enterprise ICAM modernization and transformation initiatives supporting DoD identity ecosystems.
  • Lead architecture activities involving authentication, authorization, federation, identity governance, and PAM.
  • Develop and communicate IAM strategy and roadmaps to senior technology and business leaders.
  • Develop modernization roadmaps and transition strategies for legacy-to-modern identity platforms.
  • Support Zero Trust, phishing-resistant MFA, and digital identity assurance initiatives.
  • Guide identity proofing, federation, lifecycle management, and onboarding strategies.
  • Engage directly with senior government leadership and stakeholders to communicate architecture, risks, and recommendations.
  • Support RMF, ATO, cybersecurity compliance, and secure-by-design implementation approaches.
  • Drive DevSecOps and cloud-based identity service modernization.
  • Support partner onboarding and enterprise federation initiatives.
  • Support modernization efforts for multifactor authentication, credentialing systems, and entitlements/benefits capabilities.
  • Contribute to enterprise ICAM shared services, data-centric identity approaches, and biometrics integration.
  • Ensure ICAM solutions align with NIST 80063 (IAL2/AAL2) and DoD requirements.
  • Apply strong SDLC knowledge (Waterfall, RUP, Agile/Scrum) to deliver secure, scalable
Qualifications
  • 16 years with BA/BS, 14 years with a MA/MS, 10 years with PhD, 20 years with HS diploma. 
  • Active DoD Secret or higher clearance
  • Must be a US Citizen
  • Experience supporting IAM, ICAM, cybersecurity, or enterprise identity modernization programs.
  • Experience with architecting or leading enterprise IAM/ICAM implementations.
  • CompTIA Security+ and/or CISSP; PMP and/or IAM-related certifications preferred.
  • Demonstrated experience architecting and delivering enterprise ICAM, IAM, or Zero Trust solutions in complex federal or regulated environments. 
  • Strong understanding of identity federation, authentication, authorization, identity lifecycle management, and enterprise provisioning. 
  • Experience with modern identity standards and protocols including OAuth 2.0, OpenID Connect, SAML, SCIM, LDAP, and FIDO. 
  • Experience with commercial or enterprise IAM platforms such as Okta, ForgeRock, Oracle Identity Management, IBM Security, SiteMinder, Entra ID, or equivalent technologies. 
  • Experience supporting identity proofing, multifactor authentication, privileged access management, remote identity verification, and credential management. 
  • Familiarity with cloud-based identity architectures, distributed systems, API-driven integration, and DevSecOps delivery approaches. 
  • Experience supporting RMF, ATO, NIST security controls, and cybersecurity compliance within federal environments. 
  • Strong communication and stakeholder engagement skills with demonstrated ability to brief technical and executive audiences. 
  • Experience leading cross-functional technical teams and complex modernization initiatives preferred. 
  • Experience supporting DoD, federal civilian, or national security identity programs preferred. 

PREFERRED EXPERIENCE

  • FIPS 201, HSPD-12, PKI-enabled credential ecosystems, and derived credentials.
  • Zero Trust Architecture implementation and identity-centric security models.
  • Identity proofing platforms, verifiable credentials, digital wallets, and biometrics.

Target Salary Range$135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations.
