IT Project Manager- Software Engineering
Founded in 1999 in the beautiful Smoky Mountains of East Tennessee, Cadre5 provides innovative technical solutions to our customers locally and nationally. Our Cadre5 Lab Partners division has partnered with the Computing and Computational Sciences Directorate (CCSD) at Oak Ridge National Laboratory (ORNL) to provide an IT Project Manager supporting the American Science Cloud (AmSC) initiative.
ORNL delivers scientific discoveries and technical breakthroughs needed to realize solutions in energy and national security while providing economic benefit to the nation. This premier research institution located near Knoxville in Oak Ridge, Tennessee, addresses national needs through world-leading research, high-performance computing, artificial intelligence, and advanced technology development.
This is a full-time position. The role is primarily remote with occasional travel to Oak Ridge, Tennessee as needed for meetings, planning sessions, and stakeholder engagements.

Role Overview
The American Science Cloud (AmSC) is a federated, AI-enabled platform unifying DOE's experimental facilities, data resources, and computing into a single, interoperable infrastructure. We are seeking a Project Manager to drive strategic alignment, lead complex technical initiatives, and exercise leadership authority to overcome governance and delivery blockers.
The ideal candidate has 5+ years of project management experience, deep expertise in Agile/Scrum, is comfortable with directly interacting with software development and infrastructure teams and has experience managing initiatives in hybrid cloud and platform engineering environments.
Key Responsibilities
  • Reporting amp; Briefings: Prepare and deliver formal project status reports, health metrics, and briefings to the Project Leadership team.
  • Risk amp; Issue Mitigation: Drive the resolution of project-level risks and issues. Act with the authority to escalate governance and facility blockers to leadership to force necessary decisions, leveraging strong documentation and requirements gathering/analysis skills to bridge critical gaps.
  • Quality Assurance: Champion quality standards and drive accountability across cross-functional teams to guarantee the timely delivery of all project milestones.
  • Review Coordination: Drive, lead, and own the planning, execution, and oversight of critical project reviews, audits, and key milestones to ensure alignment and operational excellence.
  • Integration Oversight: Track integration testing milestones in coordination with technical teams to ensure services operate effectively across multiple facility sites.
  • Workflow amp; Sprint Support: Partner with Release Managers and Scrum Masters to support workflow management, sprint planning, backlog refinement, and release planning activities in alignment with project delivery objectives.
  • Cross-Functional Collaboration: Drive, lead, and own communication and alignment across technical development teams, scientific stakeholders, researchers, and leadership to ensure software development efforts fulfill program objectives, technical requirements, and user needs.
Basic Qualifications
  • Experience: Five or more years of project management experience leading software development, cloud, infrastructure, platform engineering, DevOps, or scientific computing initiatives.
  • Communication amp; Leadership: Exceptional communication skills and demonstrated background leading large teams of technical and research professionals to complete complex technical deliverables.
  • Technical Background: Prior experience as a software developer, software engineer, systems engineer, platform engineer, or in a related technical engineering role would be highly desirable.
  • Methodologies: Strongly demonstrated application of Agile methodologies, project planning, budgeting, scheduling, stakeholder management, communications, risk management, and project reporting.
  • Education: Bachelorโ€™s degree in computer science, Information Systems, Business Management, Engineering, or a related discipline.
Preferred Qualifications
  • Domain Knowledge amp; Technical Initiatives: Systems/Business Analyst background. Experience with cloud infrastructure, Kubernetes, cloud-native technologies, Infrastructure-as-Code, DevOps initiatives, hybrid cloud environments, HPC, AI/ML platforms, or scientific computing environments.
  • Research Environment Experience: Experience working alongside scientists, researchers, research computing organizations, national laboratories, universities, or other research-focused environments.
  • Advanced Certifications: Certified Kubernetes Administrator (CKA), PMP, PMI-ACP, Certified Scrum Master (CSM), SAFe Agilist, SAFe Scrum Master, or equivalent certification.
  • Technical Background: Prior experience as a software developer, software engineer, systems engineer, platform engineer, or in a related technical engineering role.
