Summary
This position is part of the Office of the Chief Information Officer, Department of Energy. As a Business and Industry Analyst, you will be responsible for providing acquisition, analytical and program management support for high-priority projects, processes, and initiatives that directly supports both DOE HQ and agency-wide information management and technology solutions.

Duties
Help
As a Business and Industry Analyst, you will:
  • Develop and manage contract administration strategies, including vendor integration, work orders, performance monitoring, invoice approvals, and serving as a Contracting Officer's Representative (COR) on complex support service contracts.
  • Develop mature acquisition planning artifacts, including acquisition strategies, Independent Government Cost Estimates (IGCE), evaluation plans, source selection strategies, and concepts of operations in direct support of IT requirements.
  • Lead contract formation activities by drafting project plans, reviewing and ranking proposals, constructing source selection plans, and supporting post-award contract conference activities.
  • Plan and execute initiatives for Government-wide category management, strategic sourcing, and enterprise-wide software/IT licensing solutions.
  • Analyze IT management processes, perform gap and cross-cutting policy analysis, and recommend data-driven solutions to optimize department-wide information technology investments.

  • COR Level III Required - The selectee will be required to meet specific certification requirements within a reasonable period of time from the date of placement in the position.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting 2 of the 3 of the following:
  1. Managing and administering complex service or technology contracts, which includes reviewing and approving vendor deliverables, auditing invoices, monitoring contractor performance against work orders, and serving as a Contracting Officer's Representative (COR), project manager, or formal technical liaison between vendors and procurement officials.
  2. Developing key acquisition planning documentation with minimal supervision, such as acquisition strategies, performance-based statements of work (SOW) or statements of objectives (SOO), independent government cost estimates (IGCE), source selection strategies, or technical evaluation criteria.
  3. Leading or playing a major role in contract formation activities, including drafting project evaluation plans, reviewing and scoring technical proposals, or serving on source selection evaluation boards for large-scale procurement efforts.
