About the Role and Team
APC's Pricing Manager, also referred to as Cost Proposal Manager, reports to the Director of Strategic Pricing to provide price and competitive business analyses, cost modeling, risk identification and mitigation techniques, profit analysis, and cost and price proposal development for Alutiiq. The primary focus of this position is proposal support for our Security Services business line. As a Pricing Manager, you will become a member of a multi-disciplinary team to ensure the submission of accurate and cost-efficient proposals that offer the best value to the U.S. Government.
Your Impact
As an experienced Pricing Manager, you will have the ability to share new ideas and collaborate on proposals without the extensive demands of travel. You will have the opportunity to align multiple teams, build compelling stories, and translate financial analysis into prescriptive, actionable recommendations to win new business.
Responsibilities
  • Works closely with operational leaders and proposal teams to provide accurate cost estimates and appropriately scaled BOEs for seamless integration into our price submissions on a wide range of proposals across a large portfolio of business types.
  • Drives collaboration in developing and assessing pricing targets, estimating, risk mitigation, and business strategies, reviews and analyzes key opportunities, and assesses and suggests proposal strategies to achieve pricing and business objectives, compliance with requirements, and preferred and refined bid strategy.
  • Leads the proposal pricing process to include development of the schedule, narrative, direct labor, subcontractor RFPs, materials, ODCs, and cost volume submission.
  • Prepares complete and compliant Cost Proposals (including all sections of a full price volume) based on solicitation requirements, and ensures compliance with GAAP, FAR, DCAA, and Alutiiq's estimating policy.
  • Works with internal organizations to determine anticipated labor and overhead rates, material requirements, equipment costs, and possible bid strategies to collect data and ensure accuracy and coordination of cost proposals.
  • Directly interfaces with senior leadership, external customers, and SMEs to address issues and concerns relating to pricing suggestions.
  • Provides proposal leadership from pre-proposal preparation through submission, evaluation notices, final proposal revisions, negotiations, and contract award.
  • Works with Subcontracts Department to prepare subcontract RFPs by analyzing contract requirements, special provisions, and terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and procedures.
  • Analyzes estimates against previous cost experience and recommends adjustments.
  • Responsible for collecting cost and pricing data, developing the structure of the cost proposal, and interfacing with technical and operations staff to understand the scope of work.
  • Coordinates subcontractor and vendor price quotes through the Procurement Department.
  • Ensures the cost proposal will formulate, communicate, and implement an integrated cost/technical proposal strategy that provides the customer a clear and valid justification for selecting the Alutiiq subsidiary for award.
  • Supports audits and participates in cost proposal clarifications or negotiations.
  • Performs other duties and responsibilities as assigned

REQUIRED QUALIFICATIONS AND EXPERIENCE:
About You and What Type of Skills You will need
  • Five years of experience with pricing in the federal government environment, including pricing strategies, structures, tools, and communications, such as competitive price point analysis and aspects of negotiation, accounting practice, contracts administration, and project managment.
  • Pricing experience supporting Security Services, including security guards, access control, CCTV monitoring, and emergency response is preferred.
    In-depth knowledge of MS Excel is required.
  • Experience with developing or delivering price strategy presentations or analysis and training to executives and key decision makers.
  • Knowledge of all contract types including FFP, CPFF, CPAF, and T&M.
  • Experience with pricing contract vehicles, including GSA schedules and government-wide acquisition contracts.
  • Familiarity with Government Cost Accounting Principles and the FAR/DFAR.
  • Ability to multi-task, prioritize, lead others and successfully support a fast-paced, high- volume and diverse workload.
  • Demonstrate an in-depth understanding of pricing concepts and principles to include direct and indirect rate structure and the build-up of fully burdened labor rates.
  • Excellent verbal and written communication skills.
  • Comfortable working as part of a multidimensional team with the ability to operate independently.
  • Flexibility to work non-traditional hours, when necessary, in a deadline-oriented environment.
