Job description

Who We Are
International Justice Mission (IJM) is a global movement working to protect people in poverty from everyday violence-human trafficking, slavery, sexual violence, police abuse, and other brutalities that destroy lives and communities. IJM partners with local authorities in 30+ countries to rescue victims, hold perpetrators accountable, restore survivors, and strengthen justice systems so they protect the vulnerable long after IJM leaves.
The Need
For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM's Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence, we are seeking a Director of Recruiting.
The Director of Recruiting serves as a key architect of IJM's global talent engine, designing, leading, and operationalizing standardized recruiting workflows and policies that deliver mission-critical hires worldwide. Reporting to the Vice President, Talent Pipeline & Development, the Director of Recruiting directly oversees the U.S. recruiting team and provides dotted-line guidance to regional recruiting teams, ensuring operational excellence through Workday ATS mastery, rigorous global compliance, and exceptional candidate experiences that reflect IJM's values.
This role is designed for a strategic builder who thrives at the intersection of global operations and hands-on execution. The Director of Recruiting personally leads full-cycle recruiting for critical U.S. senior leadership and Global Functions roles while driving system-wide standardization, metrics, and continuous improvement that power IJM's bold vision to rescue millions and protect half a billion people from violence.
This position is hybrid (onsite Tuesdays & Thursdays) if located in the Washington, DC area or remote for non-local candidates. It reports to the Vice President, Talent Pipeline and Development, and directly supervises the U.S. Recruiting Manager and is responsible for leading the global recruiting Community of Practice. This position is only available for candidates with the right to work in the US.
Key Result Areas
The success of this role is measured by the following KRAs:
  • Design, standardize, and implement global recruiting workflows and policies that ensure consistent, compliant recruiting processes across all regions.
  • Optimize and govern Workday Recruiting (ATS) to drive data integrity, transparency, and actionable recruiting analytics globally.
  • Build and develop strong global partnerships with regional recruiting teams, HRBPs, and hiring managers to source, select, and hire top talent.
  • Establish and manage a clear set of global recruiting metrics that inform workforce planning, improve time to fill, quality of hire, and candidate experience.
  • Ensure global hiring compliance by embedding legal, regulatory, and data privacy requirements into recruiting policies, workflows, and system controls.
  • Strengthen IJM's employer brand and sourcing strategies to attract diverse, mission-aligned talent for executive, expatriate, and specialized roles.
  • Personally execute full-cycle recruiting for critical senior, executive, and U.S. Global Functions roles as needed, delivering mission-critical hires through hands-on sourcing, assessment, and closing.

Responsibilities:
Recruiting Operations & Strategy
  • In partnership with the Vice President, Talent Pipeline & Development, develop and oversee a global framework for recruiting compliance to ensure adherence to applicable federal, state, and local employment laws and regulations in each jurisdiction where IJM hires.
  • Collaborate with Legal, HR leadership, and regional offices to ensure offers, contracts, background checks, and data handling comply with local law and data privacy standards.
  • Create and maintain documentation and audit trails within Workday and related systems to reduce legal and operational risk in hiring.
  • Provide guidance and training to recruiters and hiring managers on compliant interviewing, selection, and documentation practices.
  • Work with the VP, Talent Pipeline & Development to develop and execute comprehensive global recruiting strategies aligned with IJM's organizational goals and workforce plans.
    Analyze recruiting metrics (e.g., time to fill, source of hire, offer acceptance rate, regional trends) and provide regular reports and insights to senior leadership.
  • Personally lead end-to-end full-cycle recruiting for U.S.-based senior leadership, executive, and Global Functions positions when strategic needs arise, including sourcing, assessing, interviewing, negotiating offers, and closing hires.

Leadership and Team Management
  • Provide leadership to the U.S.-based recruiting function through direct supervision of the U.S. Recruiting Manager and oversight of the U.S. recruiting team.
  • Provide dotted-line leadership, guidance, and alignment support to regional recruiting teams, ensuring that global standards are understood, contextualized, and implemented.
    Set performance goals, metrics, and expectations for recruiting teams, and monitor progress against these goals.
  • Conduct regular meetings with the U.S. recruiting team and regional recruiting leads to review performance, share best practices, and address challenges.
  • Develop and implement training and onboarding programs for new recruiters to ensure they are equipped to use Workday, follow global standards, and deliver excellent candidate experiences.
  • Foster a culture of spiritual health and integrity by modeling mature, authentic Christian discipleship.

Employer Branding & Candidate Experience
  • Collaborate with Communications, Marketing, and regional teams to strengthen IJM's employer brand and articulate a compelling value proposition to candidates in different markets.
  • Ensure that candidate communications, from sourcing to offer, reflect IJM's mission, values, and commitment to justice and dignity.
  • Maintain and continuously improve candidate experience standards for responsiveness, clarity, and hospitality across all stages of the process.

Qualifications:
  • Bachelor's Degree in Human Resources, Business Administration, Organizational Development, or related field, or relevant experience;
  • Minimum of ten years' experience in full-cycle recruiting, with at least five years in a leadership role overseeing multi-region or global recruiting operations;
  • Proven track record designing and implementing standardized recruiting processes and workflows across diverse geographies and jurisdictions;
  • Demonstrated expertise with Workday Recruiting (ATS), including configuration input, reporting, data integrity, and process optimization;
  • Strong understanding of U.S. federal and state employment laws and familiarity with global hiring compliance, data privacy regulations (e.g., GDPR), and international mobility considerations;
  • Experience partnering with senior leaders and HR Business Partners to support workforce planning, executive search, and expatriate hiring;
  • Exceptional written and oral communication skills, including the ability to deliver well-organized presentations to executive audiences;
  • Demonstrated ability to handle confidential and sensitive information with the highest levels of professionalism and integrity;
  • Workday Recruiting (ATS) proficiency (configuration, reporting, data governance);
  • Global recruiting operations and standardized workflow design;
  • Employment law and global hiring compliance frameworks;
  • HR data analytics and recruiting metrics dashboards;
  • Sourcing strategy mastery (LinkedIn Recruiter, job boards, talent networks, Boolean search);
  • Applicant tracking system optimization and automation;
  • Vendor and external partner management; and
  • Workforce planning and capacity modeling.

Critical Qualities:
  • Eager commitment to IJM's Core Values: Christian, Professional, and Bridge-Building;
  • Self-starter with strong initiative;
  • Able to handle multiple priorities and work in a fast-paced environment;
  • Strong organizational skills and attention to detail;
  • Excellent interpersonal and communication skills, with the ability to build relationships with candidates, hiring managers, and team members;
  • Able to be results-oriented with a strong customer-service orientation at all levels of an organization; and
  • Adept at creative problem-solving.

What does IJM have to offer?
  • Comprehensive Medical/Dental/Vision benefits
