Summary
This position is part of the Western Area Power Administration, Financial Management Office. As a Financial Program Analyst, you will gather input from individuals across the organization and use programming, budgeting, accounting, and auditing systems to maintain proper financial balance, ensure compliance with laws, regulations, and policies, and promote the efficient and effective use of financial resources.

As a Financial Program Analyst, you will:
  • Formulate, recommend, and implement regional accounting policy and financial management plans, in collaboration with others.
  • Interpret and ensure compliance with established, generally accepted, accounting principles (GAAP) and accounting standards, issued by F ASB and F ASAB, General Accounting Office (GAO), Office of Management and Budget (OMB), U.S. Departments of Treasury and Energy and W AP A financial policies, procedures, and standards.
  • Provide financial analysis and advise program officials on financial matters; and collaborates with WAPA Financial Managers and Headquarters (HQ) officials.
  • Lead financial reporting activities; oversee cash management and debt collection; provide financial analysis and audit support and advise program officials on financial matters.
  • Determine, recommend, and implement alternative funding, such as customer trust funds, revolving funds, and energy banking arrangements.
  • Perform analysis, studies, and evaluations of general policies and provides guidance as required.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as:
  1. Provided financial advisory services, to include budget formulation, execution, travel, accounting, payroll, and financial systems applications;
  2. Assisted in determining alternate funding (i.e. customer trust funds, revolving funds);
  3. Interpreted and ensured compliance with established, generally accepted, accounting principles (GAAP) and accounting standards.

Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
