Job Location: Washington, DC (Remote)

Description:

This resource is responsible fororchestrating and overseeing data exchange efforts across DOD/VA for the SingleCommon Federal EHR modernization effort. Act as a subject matter expert in datamanagement, focused on the operationalization of the FEHRM's Data ManagementPlan from a technical perspective. Advise on the application of data managementprincipals and concepts into real-world usage as it pertains to the EHR. Ensurethe successful formation and organization of data governance working groups byidentifying data management issues for attention. Engage with technicalstakeholders to identify potential data management and interoperability issuesand propose technical solutions for remedy. Coordinate with data architectureteams to understand issues, risks and opportunities. Propose strategies tomitigate data-related issues and risks. Maintain awareness of data architecturedesign decisions made by the Departments and the effect on the Federal EHR.Monitor the status of the Departments efforts to translate user requirementsinto enterprise data models.

Basic Qualifications:

  • 5+ years of professional work experience
  • Well-versed in data management, governance best practices (DMBOK preferred), and architecture
  • Understanding of technical documentation, to include DODAF/BPMN process diagrams, conceptual/ logical/physical data models, and other database related artifacts
  • Able to plan, design, and oversee deployment of complex enterprise-wide or large-scale data governance initiatives
  • Experience supporting program/project planning and milestone development
  • Experience developing executive-level briefings and in formulating courses of action to address technical challenges
  • Able to formulate a strategy for the analysis of a large data set and develop use cases
  • Able to develop a methodology for how data is to be maintained to include requirements for security, privacy, retention, and efficient use
  • Able to develop an artifact detailing a high-level strategy and low-level functional steps for a data migration plan
  • Bacheloras Degree in Information Systems, Computer Science, Engineering, Business or related discipline. An additional 8 years of relevant experience may be substituted for degree requirements

PreferredQualifications:

  • Experience in the VA and/or DoD
  • Experience implementing Electronic Health Records

Experience with the data analytics and/or dataarchitecture for an enterprise that leveraged Big Data using a Cloud ServiceProvider
