About the Role
The Program Manager (PM) will support and report to the Associate Director, Technology and Mission Solutions. This position is Remote with the expectation of going to the customer site in Washington, DC as appropriate/requested. This is a full-time opportunity.

This person will lead multiple projects across program scope, schedule, budget, quality, and risk as the Program Manager. You will be responsible for:
  • Manage day-to-day program operations, ensuring quality standards, service levels, and contract performance requirements are consistently met.
  • Lead the deployment and management of contractor support personnel, including staffing alignment, work assignment, and continuity of operations during personnel changes.
  • Manage subcontractor teams and coordinate across functional stakeholders to ensure work is executed on time, within scope, and in alignment with customer priorities.
  • Own program tracking, reporting, and analysis, including status reporting, metrics reporting, risk management, and corrective action planning.
  • Deliver all contract deliverables, including the Program Management Plan, integrated project schedule, deployment plan, status reports, and performance metrics, meeting all SLAs and quality standards.
  • Provide technical, operational, and analytic guidance to the program team and serve as the primary point of contact for Government leadership on daily contract matters.
What Youโ€™ll Do
  • Fully coordinate and collaborate on all tasks, activities, requirements, and issues supporting the customer.
  • Lead Agile delivery execution, including daily standups, sprint planning, backlog management, sprint reviews, and retrospectives, using tools such as JIRA or ServiceNow.
  • Develop, maintain, and manage integrated project schedules, including critical path development, dependency management, milestone tracking, and resource-loaded scheduling.
  • Manage cost, performance, quality, schedule, and risk by monitoring variances, identifying issues early, and implementing corrective actions.
  • Develop and document implementation plans and oversee delivery of all contract artifacts, including the PMP, project schedule, deployment plan, status reports, and metrics reporting.
  • Oversee deployment planning and go-live readiness activities, including cutover planning, readiness reviews, issue tracking, and post-deployment stabilization support.
  • Oversee testing and user acceptance activities, including test coordination, defect tracking, defect resolution monitoring, and readiness for production release.
  • Coordinate training activities, support user adoption, and ensure end users and stakeholders are prepared for solution rollout and operational transition.
  • Oversee system integration and data migration activities, ensuring dependencies, interfaces, and data quality issues are proactively managed.
  • Establish and maintain configuration management across the full lifecycle, including change control, baseline management, documentation, and audit support.
  • Support security authorization and compliance activities, including ATO, FISMA, DHS security requirements, and alignment with applicable ICE and federal IT policies and standards.
  • Serve as the primary point of contact with the Government CO, COR, and program leadership, with authority to act on contract matters relating to daily operations.
  • Ensure responsive support for high-priority issues, outages, and escalations, including timely communication, coordination, and issue resolution.
  • Manage customer expectations through proactive, consistent, and transparent communication while continuously improving operational effectiveness, utility, and efficiency.
What Weโ€™re Looking For (Required)
  • 8+ years of experience working in Enterprise IT.
  • 8+ years of experience as a Program or Project Manager.
  • Certified Scrum Master (CSM) or Professional Scrum Master (PSM) certification with 3+ years managing Agile programs and leading sprint ceremonies, including standups, sprint planning, backlog management, and retrospectives.
  • Current PMP certification held for 6+ years.
  • Current ITIL v4 certification.
  • Experience using Agile and service management tools such as JIRA and ServiceNow.
  • Experience managing integrated project schedules, including critical path development, dependency management, and resource-loaded scheduling.
  • Experience with configuration management across the full lifecycle, including change control, documentation, and audit support.
  • Technical competence with the Microsoft Office suite.
  • Personnel management experience with excellent oral and written communication skills.
  • Experience supporting security authorization and compliance activities such as ATO, FISMA, and DHS compliance requirements.
  • Ability to secure an active DHS Public Trust or higher.
What Weโ€™re Looking For (Preferred)
  • Bachelorโ€™s degree or higher, in addition to experience requirements.
  • Experience in Health IT or EHR systems, preferably supporting complex, multi-module environments.
  • Experience working with DHS, preferably ICE or CBP.
  • Possess an active DHS Public Trust or higher at the start of the contract.
  • Experience supporting integration across clinical, administrative, and reporting components of an EHR platform.
  • Familiarity with correctional healthcare, public-sector healthcare delivery environments, or similarly regulated care settings.
  • Familiarity with Section 508 accessibility requirements.
