Position Summary

SCC is seeking Contract Specialist II professionals to provide dedicated, cradle-to-grave acquisition support to the CDC Office of Acquisition Services (OAS) in support of workplace safety and security modernization and related public health procurement initiatives across OSSAM, NIOSH, and the World Trade Center Health Program (WTCHP).

The Contract Specialist II performs pre-award, solicitation and evaluation, post-offer, and post-award acquisition functions under the direction of the SCC Program Manager, ensuring timely, compliant, and high-quality execution of procurement actions in accordance with the FAR, HHSAR, and CDC/HHS local policy.

Key Responsibilities

  • Provide pre-award support including historical procurement and market research, acquisition planning assistance, and advice on the impact of applicable laws, regulations, and policies.
  • Attend meetings with OAS program offices related to assigned workload and respond to data calls as requested.
  • Develop and edit solicitation documents (RFPs, RFQs, IFBs, combined synopsis/solicitations, determinations and findings, memoranda for the file, checklists) for OAS review.
  • Prepare pre-solicitation and solicitation notices for posting through appropriate channels (e.g., SAM.gov, GSA eBuy).
  • Support small business program requirements, including 8(a) offering letters and Small Business Customer Experience (SBCX) system entries.
  • Facilitate technical and past performance evaluation discussions and assist with scoring, ranking, and documentation of offers and quotes.
  • Prepare business and pricing analyses, identify negotiation objectives, support negotiations, and document findings and results, including pre-negotiation memoranda.
  • Prepare award documents, notices of award, unsuccessful offeror notifications/debriefing materials, and complete procurement data reports (FPDS).
  • Perform post-award functions including processing unilateral and bilateral modifications, option exercise notices, de-obligations, and administrative contract file maintenance.
  • Provide advice and assistance to contractors and program officials on contract administration issues and attend post-award kick-off meetings.
  • Maintain accurate, audit-ready contract files in accordance with CDC/HHS documentation and eFile requirements.
  • Complete all required Integrated Contract Expert (ICE) training and utilize CDC/HHS acquisition systems accurately and efficiently.

Required Qualifications

  • Bachelor's degree.
  • Minimum five (5) years of experience in cradle-to-grave contracting.
  • Current or previous FAC-C Certification, or civilian equivalent — required.
  • Solid working knowledge of the FAR and the full procurement lifecycle from requirements development through contract closeout.
  • Strong written communication skills, including experience drafting solicitation, evaluation, and award documentation.
  • Ability to work independently in a remote environment while meeting deadlines and quality standards.

Preferred Qualifications

  • Prior experience supporting HHS acquisition programs, with specific familiarity with CDC and/or NIH contracting environments preferred.
  • Previous hands-on experience with the Integrated Contract Expert (ICE) acquisition system preferred.
  • Experience supporting public health, scientific research, occupational safety, or workplace security-related acquisitions.
  • Familiarity with SAM.gov, GSA eBuy, and other government-wide acquisition posting and reporting systems.

Certifications

  • Current or previous FAC-C Certification, or civilian equivalent — required.
  • ICE (Integrated Contract Expert) experience or training — preferred.

Work Environment / Location

This is a full-time, remote (contractor-site) position supporting CDC OAS. Nationwide remote candidates are eligible; no relocation to a CDC facility is required.

Reliable high-speed internet and a HIPAA/HHS-compliant remote work environment are required. Standard business-hours availability aligned with the CDC OAS operating schedule is expected.
