Lead with Purpose as a Florida Water Wastewater Business Development Leader — Advancing the Future of Water & Wastewater Infrastructure

Are you energized by influencing longterm infrastructure programs while mentoring the next generation of engineering leaders? Do you thrive at the intersection of technical excellence, client leadership, and strategic market growth?

CHA Consulting, Inc. is seeking an experienced Florida Water Wastewater Business Development Leader to join our Water Team in Florida and expand our impact across municipal, utility, industrial, and regulatory markets. In this highly visible role, you will guide market strategy, grow trusted client partnerships, and support the delivery of complex water and wastewater infrastructure programs.

This is an opportunity to elevate CHA’s presence in critical water markets—driving growth through technical leadership, client advocacy, and forwardlooking market insight—while shaping sustainable solutions that protect public health and the environment. This position offers fully remote capabilities; however, candidates must reside within the Florida area to support in-person client visits and occasional on-site responsibilities as needed.

  • Drive growth across key water and wastewater markets by cultivating longterm client relationships, strategic programs, and repeat business
  • Shape and execute marketfocused growth strategies aligned with firmwide objectives and water/wastewater sector priorities
  • Lead pursuit strategy for complex, highprofile programs—guiding positioning, proposals, and client engagement from qualification through contract award
  • Serve as a trusted technical and strategic advisor to municipal, utility, industrial, and publicsector clients
  • Identify emerging regulatory drivers, funding sources, and industry trends influencing water and wastewater investment
  • Elevate CHA’s market presence through industry leadership, client advocacy, and strategic collaboration across service lines
  • Build, manage, and continuously update a qualified sales pipeline to support annual revenue and backlog targets
  • Drive go/no-go decisions based on opportunity risk, client alignment, and strategic priorities
  • Cultivate early client engagement and pre-positioning activities to shape opportunities prior to formal procurement
  • Develop and execute pursuit strategies from early positioning through contract award
  • Oversee proposal development, ensuring alignment with capture strategies, client needs, and differentiators

  • Bachelor’s degree in Civil, Environmental, or a related Engineering discipline required; Master’s degree preferred
  • Professional Engineer (PE) license required; Board Certified Environmental Engineer (BCEE) a plus
  • Minimum of 10 years of business development experience in the water and wastewater market
  • Proven success driving business development, securing major pursuits, and sustaining longterm client relationships
  • Ability to guide client discussions in water/wastewater treatment, distribution, collection, and supporting infrastructure systems
  • Exceptional communication, presentation, and relationshipbuilding skills with clients and internal stakeholders
  • Experience partnering with municipal utilities, public agencies, industrial clients, or regulated environments

  • Partner with talented project teams to deliver transformative water and wastewater solutions
  • Build enduring client relationships rooted in trust, technical excellence, and shared success
  • Influence long term market direction while mentoring rising leaders within a collaborative, growth-oriented culture
