The SCA and DBA Compliance Analyst will support the company's compliance with Service Contract Act (SCA) and Davis-Bacon Act (DBA) requirements to ensure all applicable wage determinations, labor laws and regulatory orders are met. This is a collaborative partner role, working cross-functionally with legal, HR, operations, and other departments to promote organizational integrity, mitigate risks, and ensure adherence to Code of Conduct.

The ideal candidate is a compliance-focused professional with deep expertise in both SCA and DBA that can navigate complex regulatory landscapes with precision and efficiency. This position is remote and requires US Citizenship.

Key Responsibilities:

Compliance Oversight & Regulatory Management

  • Guarantee adherence to all relevant local, state, and federal laws.
  • Identify, assess, and manage risks related to regulatory compliance and operational integrity for SCA and/or DBA contracts.
  • Research contractual documents and develop acute knowledge of individual site contract compliance requirements.
  • Advise and consult on effective decisions that support engagement while complying with regulations and company policy.

SCA/DBA Operations & Administration

  • Execute SCA/DBA processes in a timely and efficient manner.
  • Research and respond to inquiries requiring detailed technical knowledge of SCA/DBA programs.
  • Prepare and submit required compliance reports to regulatory agencies and internal stakeholders.
  • Maintain accurate records of compliance activities, including audits, assessments, and incident reports

Auditing & Quality Assurance

  • Conduct regular audits and reviews to ensure compliance with internal policies and external regulations.
  • Audit and assess job analyses and job descriptions to facilitate SCA/DBA compliance.
  • Audit physical posting requirements in the workplace for SCA and/or DBA mandates.
  • Recommend and implement actions to address compliance gaps and investigate violations or incidents.

Collaboration & Communication

  • Collaborate with legal, HR, operations, and other compliance functions to ensure a cohesive approach.
  • Explain solutions, practices, and procedures to others within the organization.
  • Address compliance issues during operational meetings and conferences.

Ethics & Culture

  • Be an ethical role model and promote company-wide adherence to the Code of Conduct.
  • Performs other duties as assigned.

Minimum Qualifications:

  • Typically 5+ years of relevant experience with a Bachelor's degree from an accredited university; 3+ years of relevant experience with a Masters degree OR an equivalent combination of work experience with generally 2 years' relevant experience for each year of a degree.
  • Required experience in Federal Government Contracting.
  • Experience with compliance requirements for the Service Contract Act (SCA) and Davis Bacon Act (DBA) wage determinations and/or fringe benefits.
  • Required experience auditing and implementing remediation for Davis-Bacon Act (DBA) Certified Payroll Reporting (CPR), including:
  • Conducting Statement of Compliance Audits.
  • Auditing DBA-Covered Work Payroll Reports and Correction Reports.
  • Validating job classifications, wages, and payroll codes for DBA employees.
  • Managing CPR or DBA remediation in collaboration with corporate functional areas.
  • US Citizenship is required.
  • Travel up to 10%.

Compensation Details:

96k - 120k
