Job description

Job Title: Program Manager Location: Washington, DC (Remote โ€“ must be within the DMV area) Type: Contract To Hire Compensation: : $94.87/HR on W2 Security Clearance: Public Trust Responsibilities

  • Serve as the Program Manager responsible for overseeing a large, complex enterprise DevSecOps environment supporting federal client operations.
  • Act as the primary interface between the client and technical teams, ensuring contractual deliverables, performance metrics, and SLA compliance.
  • Manage multiple Agile/Scrum teams across pipeline engineering, application security, platform operations, QA automation, and service desk functions.
  • Coordinate delivery across hybrid estate platforms including Azure, AWS, on-premises middleware, and mainframe systems.
  • Translate client governance requirements, including FISMA and NIST controls, into program controls and staff accountability frameworks.
  • Monitor and manage program risks, issues, and escalate blockers to client leadership.
  • Own program P&L, track burn rate, estimate-at-completion, validate staffing plans, and oversee surge labor provisions.
  • Represent the program at governance bodies, including change control boards and cybersecurity engagements.
  • Drive continual service improvement, maturity assessments, and process automation initiatives.
  • Coordinate with recruiting teams to fill staffing needs and ensure timely onboarding of personnel.
  • Prepare and present program reviews, quarterly business reviews, and executive briefings.
Requirements
  • Bachelor's degree in a technical or business discipline; technical degrees preferred. Four additional years of relevant experience may substitute for degree.
  • 8+ years of program or project management experience in IT or technology services delivery.
  • 4+ years of experience leading multidisciplinary teams or projects.
  • Experience managing federal IT programs under FFP contracts, including P&L accountability and schedule management.
  • Recent experience in managing enterprise DevSecOps or CI/CD programs with multiple Agile teams.
  • Proven client interface experience with Federal Contracting Officers or government representatives.
  • Ability to manage SLA-driven delivery and report performance to government clients.
  • Working familiarity with GitHub Enterprise, CI/CD frameworks, security scanning (SAST, SCA, DAST), and infrastructure-as-code tools.
  • Experience with ServiceNow or comparable ITSM platforms and compliance requirements including FISMA and NIST 800-53.
  • PMP certification strongly preferred; PgMP or FAC-P/PM accepted as equivalent.
  • Must reside within commuting distance of Washington DC Metro Area and be available for on-site meetings.
