This role is contingent upon a contract award.
ICF is seeking an experienced Program Manager / Task Order Lead to lead delivery of a complex federal technology and data services program. This role will be responsible for integrated execution across ICF, subcontractors, and delivery partners, with accountability for cost, schedule, staffing, risk, governance, deliverables, client engagement, and overall task order performance.
The ideal candidate has demonstrated experience managing complex federal IT programs that include cloud platforms, SaaS environments, cybersecurity, data services, product delivery, service operations, and executive-level reporting. This role requires disciplined program management, strong stakeholder management, clear communication, and the ability to operate in a fast-paced environment with evolving priorities and multiple technical workstreams.
Job Location: This position is remote within the United States.

What You'll Be Doing
  • Serve as ICF's senior delivery lead for a complex federal technology and data services task order.
  • Manage overall task order execution, including scope, schedule, cost, staffing, risks, issues, dependencies, deliverables, and contract performance.
  • Lead integrated coordination across ICF teams, subcontractors, and delivery partners to ensure clear roles, decision rights, and accountability.
  • Establish and operate program governance forums, including portfolio reviews, executive status reviews, risk reviews, and delivery coordination meetings.
  • Oversee transition planning, onboarding, knowledge transfer, staffing readiness, and continuity of critical services.
  • Maintain executive-level visibility into program performance through dashboards, monthly status reviews, quarterly program management reviews, and other contract reporting.
  • Manage risk, issue, action item, and decision tracking to ensure timely escalation, resolution, and follow-through.
  • Coordinate with technical leads across engineering, product, data, cybersecurity, and service operations to align delivery with client priorities and contractual requirements.
  • Support IV&V coordination, including access to required documentation, environments, technical artifacts, schedules, and remediation plans.
  • Drive continuous improvement using performance metrics, stakeholder feedback, lessons learned, and operational trend analysis.
  • Ensure deliverables meet quality expectations, acceptance criteria, and agreed delivery schedules.

What You Must Have
  • Bachelor's degree
  • Active Project Management Professional (PMP) certification
  • 10+ years of experience managing federal technology, digital services, data, cybersecurity, or enterprise IT programs.
  • 8+ years of experience serving as a Program Manager, Task Order Lead, Delivery Executive, or equivalent lead role on federal contracts or task orders.
  • 5+ years of experience managing programs with multiple technical workstreams, including cloud, SaaS platforms, application delivery, cybersecurity, data, service desk, or infrastructure operations.
  • 5+ years of experience managing subcontractors, vendors, or partner delivery teams in a federal contracting environment.
  • 5+ years of experience managing cost, schedule, staffing, risk, issue, action item, deliverable, and performance reporting for federal programs.
  • 3+ years of experience leading executive-level client governance forums, status reviews, program management reviews, or portfolio reviews.
  • U.S. Citizenship required due to federal contract requirements.
  • Ability to obtain and maintain a federal public trust clearance or equivalent client-required background investigation.
  • Candidate must reside in the US, be authorized to work in the US, and work must be performed in the US

Preferred Qualifications
  • Experience managing federal IT programs in HHS, NIH, FDA, CMS, CDC, or other health-focused federal environments.
  • Experience managing programs involving cloud modernization, SaaS adoption, Zero Trust, DevSecOps, cybersecurity governance, data analytics, or AI-enabled capabilities.
  • Experience supporting programs with formal RMF, ATO, POA&M, FISMA, NIST 800-53, or continuous monitoring requirements.
  • Experience using real-time dashboards and data-driven program management approaches to manage performance, risk, financials, staffing, and delivery outcomes.
  • Experience coordinating with independent verification and validation teams, security assessors, or external oversight stakeholders.
  • Experience leading transition-in activities from incumbent contractors, including staffing, knowledge transfer, documentation review, access provisioning, and operational stabilization.
  • ITIL Foundation, FAC-P/PM, Agile, SAFe, Scrum Master, cloud, security, or data certification.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$131,256.00 - $223,134.00
