Job Description:

Manages, insurance products of low-to moderate complexity (including performance, marketability, and strategic positioning). This also includes management of associated vendor/partner relationships and contracts.

The Medicaid Program Manager reports to the Medicaid Program Director and is responsible for the administration, oversight, and strategic management of Medicaid programs and products. This role develops and maintains effective relationships with key stakeholders, including internal Select Health departments, the Utah Department of Health and Human Services, providers, community advocacy organizations, and other external partners, to support program objectives and ensure successful outcomes.

The Medicaid Program Manager serves as the primary administrative liaison with state Medicaid agencies and leads strategic initiatives that advance Medicaid program goals. The position requires maintaining comprehensive knowledge of Medicaid regulations, contractual obligations, policy updates, and industry developments to ensure ongoing compliance and operational effectiveness.

In addition, the Medicaid Program Manager functions as the organization's subject matter expert for Medicaid policy and procedural guidance. This role provides strategic leadership, resolves issues, and directs the coordination and escalation of Medicaid-related inquiries across departments. Through collaboration and oversight, the Medicaid Program Manager promotes compliance, operational consistency, and the effective administration of Medicaid programs.

Essential Functions

  • Ensures assigned products are positioned to meet SelectHealth membership growth goals and NOI targets. Ensure products meet highest levels of market need, administrative efficiency, customer satisfaction, regulatory compliance, and financial performance. Monitor key performance indicators for assigned product lines.
  • Implements initiatives, which result in positive program outcomes. Leads cross-functional teams to produce deliverables. Interfaces with a project manager, product team, operational leads, sales team, and other stakeholders. Responsible for the day to day operations related to the assigned product as the internal product expert in support of the operational needs of the product
  • Evaluates new product opportunities, geographic/service area expansion, new market entry and potential strategic partnerships to meet growth objectives of SelectHealth. Introduces new products to market.
  • Monitors national carrier and local competitor products, positioning, strategies, networks, as well as local and national industry trends. Identify emerging market trends. Utilizes customer research and market/competitive intelligence to ensure optimal product positioning. Provides insurance market and product education to internal teams.
  • Manages relationships with vendors, partners, and affiliate contracts as applicable.

Qualifications

Minimum Qualifications

  • Bachelor's degree in business, marketing, communications, economics, a clinical field, public health, healthcare or public administration; or five years of experience with product development, product management, project management, service line management, network development, strategic planning, marketing, business development or similar experience. Degree must be obtained through an accredited institution. Education is verified.
  • Four years of experience in health care, health insurance, managed care, employee health benefits management, or self-insured plan administration (e.g., product development, product management, project management, service line management, network development, strategic planning, marketing, and/or business development.)
