Job purpose
The Director of Talent leads BELAY's Talent department - sourcing, vetting, contracting, and placing independent contractors to meet client and placement demands. This results-driven leader thrives in a fast-paced environment and builds scalable talent-acquisition strategies to support BELAY's growth.
This leader drives a high-performing team with passion and optimism to exceed contractor supply and quality goals, while staying responsive, detail-oriented, and technologically savvy.
Essential Functions
As a BELAY Corporate Team member, you will professionally represent the company in all virtual and in-person interactions. You are expected to exemplify our mission, vision, and core values while fostering a collaborative and positive team environment.
Team Leadership Responsibilities
  • Develop direct reports as an extension of BELAY's leadership principles and hold them accountable to company goals.
  • Set vision and strategy for the Talent team, and advise executive leadership on workforce and contractor supply planning.
  • Keep the team current on new technologies, best practices, and efficiency recommendations.
  • Stay current on staffing industry trends, rates, and compliance; ensure interviewing, vetting, contracting, and placement meet federal and state law.
  • Serve as the expert on employment and independent contractor law, including Independent Contractor Agreements.
  • Serve as the escalation point for complex contractor relations, investigations, and legal or staffing risk.
  • Promote a culture of innovation and excellence through strong recruiting knowledge, business acumen, and continuous learning.
  • Build leadership capability through coaching, talent reviews, and succession planning.
  • Hold regular one-on-ones with direct reports for coaching, feedback, and escalation management.

Operational Responsibilities
  • Meet company goals and metrics that drive high client and contractor satisfaction.
  • Oversee sourcing and lead generation to build and maintain a strong contractor pipeline.
  • Partner with Marketing to position the BELAY brand as a top contracting opportunity.
  • Ensure the Talent team is trained and equipped to recruit, vet, and place contractors across verticals.
  • Own the contracting and placement process; propose improvements that accelerate placement and reduce DSO.
  • Own department technology (e.g., Fountain, Job Board, contractor matching) to maximize efficiency, reporting, and analytics.
  • Spearhead contract changes and keep interviewing, vetting, and contracting compliant with law.
  • Recommend process, system, and department changes as the business grows.
  • Develop and review reporting against plans and metrics to support evidence-based decisions.

Governance, Compliance & Risk Management
  • Partner with legal counsel on compliance with employment and independent contractor law.
  • Establish Talent department policies and risk-management standards.
  • Oversee due diligence and contractor integration for new markets or business expansion.

Total Rewards & Departmental Strategy
  • Partner with the CFO and Finance on the Talent department budget and investment decisions.
  • Own departmental budget creation and adherence.
  • Set long-term Talent priorities and operating plans aligned with BELAY's people strategy.

Minimum Qualifications
  • 5+ years of leadership experience in the staffing industry or a large staffing/talent-acquisition department, ideally with multi-vertical or high-growth placement operations. Recruiting or sales team leadership experience is a plus.
  • BA/BS degree or equivalent work experience.
  • Proven success managing contractor relations, legal escalations, and compliance.

Preferred Qualifications
  • SHRM certification, ASA Certified Staffing Professional (CSP), or comparable credential preferred.
