Job description
This position provides leadership to plan, implement, and analyze technology solutions that support the delivery of quality student services. The Associate Registrar participates in system projects by providing business-specific knowledge, defining requirements, investigating technology solutions, and leading and participating in implementations. This position collaborates with IT to troubleshoot problems and develop business processes that maximize efficiencies and promote a positive user experience for students, faculty, and the campus community. The Associate Registrar designs and produces reports for internal and external stakeholders, provides data analysis, uses data to inform decision-making, and is responsible for state and federal reporting functions of the Registrar's Office. This position is responsible for developing systems to effectively manage academic records and student information while promoting the goals of the department and the mission of the College.
As part of the management team in the Registrar's Office, the Associate Registrar provides staff supervision and training, and performs all tasks as needed related to maintenance of student records, including course registration. The Associate Registrar serves as both a technical and functional user liaison for the Registrar's Office to various stakeholder groups including IT, Institutional Research, Skyhawk Station, Advising, and outside agencies and vendors. The Associate Registrar must understand the dependencies and ensure integration between all modules within the Student Information System (SIS), such as Admission, Student Accounting, and Financial Aid. A knowledge of all applications used by the Registrar's Office and an understanding of their relationships to other systems used throughout the College is critical.
Job Description:
Essential Functions and Responsibilities:
Project Management
- Leads and participates in implementation of new systems.
- Provides leadership in the maintenance of existing applications that support undergraduate and graduate students in all academic programs.
- Leads and conducts systems analysis to improve and streamline business processes.
- Defines system requirements and determines how to best use technology in the Registrar's Office to fulfill those requirements.
- Supports the day-to-day systems and technology operations of the Registrar's Office by identifying and resolving data discrepancies, providing access to core systems, and guiding operational staff in development of new solutions.
- Integrates new systems and processes with existing systems and processes to achieve desired results.
- Collaborates with the IT development team and the Registrar to help determine project priorities.
- Coordinates production releases, testing, lifecycle maintenance, roll-out of new technology projects, and upgrades of existing software.
- Proactively manages changes in project scope, identifies and responds to potential risks, and suggests contingency plans.
- Makes recommendations to the Registrar concerning available and emerging technology platforms.
- Understands the Registrar's Office business processes and uses that knowledge to anticipate the needs of constituents; represents the department in cross-campus initiatives.
- Collaborates with the Registrar and other professionals throughout the College to promote innovation, identify opportunities for process improvement, and assess available ERP system capabilities.
- Acts as a liaison to the AIS-Tech and Skyhawk Station teams to coordinate multi-functional projects, to ensure proper use of student records data, and to align project rollouts with department priorities.
- Manages the imaging process for academic records; designs workflows to improve productivity.
Reporting
- Produces reports as required for state and federal regulatory compliance.
- Utilizes business analytics to support data-informed decision-making.
- Develops and maintains procedures and schedules for the production and submission of reports.
- Creates processes for data validation, and thoroughly reviews data for completeness and accuracy.
- Produces ad hoc reports using database query tools; incorporates visualization tools to display data.
- Develops and analyzes reports to identify data integrity issues and improve quality control measures.
- Generates reports tracking project status and service delivery.
Technical Writing
- Documents system requirements, develops procedures, and designs workflows.
- Works closely with the Registrar, Institutional Research, and Information Technology to document data definitions, ensuring the accuracy and consistency of data.
- Develops guides and resources for navigating the existing data reporting inventory, and for managing academic records.
- Creates training materials and manuals on the use of new and existing software applications.
Supervision
- Provides leadership in building a collaborative, outcome-focused team in order to accomplish department goals.
- Responsible for hiring, onboarding and on-going training, coaching and development of staff.
- Communicates team, department, and institutional goals with staff.
- Develops individual goals with staff, develops and implements initiatives to provide professional development for staff.
- Monitors and adjusts as appropriate: workload of staff, appropriateness of staff responsibility to capabilities, and adequate staffing levels.
- Conducts formal evaluations within the Classified system.
- Plans and delegates projects and tasks to team members, monitors quality and accuracy, and ensures consistent compliance with state and federal regulations, and university policies.
- Ensures alignment of best practices, industry standards, and regulations for all deployed technology solutions.
Continuing Education/Professional Development
- Stays informed of industry trends and standards.
- Explores new platforms for service delivery.
- Actively participates in professional organizations and collaborates with other professionals in the campus community.
Other Duties
- Maintains knowledge of and participates in daily operations of the Registrar's Office as needed.
- Develops a culture of superior customer service when dealing with tickets and communications.
- Maintains confidentiality in accordance with all applicable policies, rules, regulations, and laws, including Registrar's Office department policies, Fort Lewis College policies, and the Family Educational Rights and Privacy Act (FERPA).
- Demonstrates a commitment to diversity, equity, inclusion, and student success, as well as working with broadly diverse communities.
- Maintains knowledge and awareness of digital accessibility compliance requirements.
- Produces and remediates digitally accessible materials in accordance with FLC standards.
- Serves as acting Registrar in the Registrar's absence, providing leadership and oversight for departmental operations and resolving complex issues
- Performs other duties as assigned.
Required Education, Specialized Skills and Experience:
- Bachelor's degree from an accredited college or university.
- Five years of progressively responsible experience in higher education, student information systems, enrollment services, or a closely related field
- Two or more years of supervisory or demonstrated team-leadership experience.
- Experience leading or substantially contributing to technology or systems projects
- Demonstrated experience supporting, configuring, implementing, or administering a student information system.
- Experience with reporting, data analysis, or database query tools.
- Experience in developing, improving, and documenting business processes and procedures.
- Experience in training and supervising personnel.
- Demonstrated strong presentation, writing, problem solving, and public relations skills.
- A proven track record for making data-driven decisions to support institutional and department goals.
- Demonstrated analytical, problem-solving, organizational, written, and interpersonal communication skills.
- A demonstrated commitment to diversity, equity, inclusion, and student success, as well as working with broadly diverse communities.
Preferred Education, Specialized Skills and Experience:
- Master's degree from an accredited college or university.
- Four or more years of supervisory experience in a registrar, enrollment services, student services, or comparable higher-education environment.
- Experience configuring, testing, implementing, and supporting Workday Student or another enterprise student information system; Workday Student experience strongly preferred.
- Experience with Workday reporting, business processes, security, integrations, or data management.
- Experience with academic requirements, degree audit, curriculum, registration, or academic records functionality within a student information system
- Ability to communicate business-specific requirements, problems, issues, and solutions to technical and non-technical users.
- Experience with reporting enrollment and degree data to state and federal agencies.
- Knowledge of best practices in academic records management.
Reports To / Supervisory Responsibility:
This position reports to the Registrar and supervises staff within the Registrar's office.
