Job description

Overview
  • Tier One Technologies is looking for a Technical Program/Delivery Leader (TPL) to support our US Government client.
  • This will be a 100% remote contract-to-hire position.
  • SELECTED CANDIDATES WITHOUT REQUIRED CLEARANCE WILL BE SUBJECT TO A FEDERAL GOVERNMENT BACKGROUND INVESTIGATION TO RECEIVE IT.
Responsibilities
  • Requires extensive understanding and experience within the product development life cycle.
  • Combine senior-level business systems analysis with hands-on delivery coordination to translate priorities into executable plans and ensure engineering, architecture, environment, security, and operational activities are aligned to deliver high-quality outcomes.
  • Works closely with the company's leadership to provide transparent status, drive decisions and approvals, coordinate priorities, and ensure required software/hardware/tooling needs are defined early so they can be procured through internal channels.
  • Provide end-to-end delivery leadership for an assigned application team by coordinating work across the company and vendor resources (BSA(s), engineers, architects, environment leads, and other support functions) without direct supervisory authority.
  • Translate business objectives into delivery execution: drive scope clarity, sequencing, milestones, and deliverable commitments in partnership with company's leadership and stakeholders.
  • Lead cross-functional planning and dependency management across teams (integrations, environments, security/network reviews, release coordination, vendor/supplier timelines).
  • Provide consistent status reporting to company's leadership, including progress, risks/issues, decisions needed, dependencies, and mitigation plans; ensure actions are tracked to closure.
  • Coordinate priorities and capacity: ensure there is a steady pipeline of "ready" work, align work assignments with technical leads, and maintain delivery flow so team capacity is effectively utilized.
  • Support ROM estimates and planning by coordinating inputs from engineering/architecture; document assumptions, constraints, dependencies, and risks.
  • Partner with company's leadership to support funding/approval activities by providing required delivery inputs (scope, sequencing, timeline, risks, resource assumptions).
  • Coordinate release/deployment readiness: environment readiness, change approvals, cutover planning, validation steps, communications, and post-release stabilization.
  • Support production operations and critical incidents by coordinating participation, facilitating communications, documenting impact/timeline, and ensuring corrective actions are prioritized and completed.
  • Identify required software, hardware, tooling, and supplier services; define technical requirements and timelines so company's leadership can procure and represent USPS for postal business needs.
  • Drive continuous improvement across delivery execution, documentation, quality, automation, and operational readiness.
Qualifications
  • A degree from an accredited College/University in the applicable field of services is required. If the individual's degree is not in the applicable field, then 4 additional years of related experience is required.
  • 10+ years in technology delivery roles (e.g., Technical Delivery Lead, Technical Project Lead, Technical Program Coordinator/Lead, or similar).
  • Proven ability to lead through influence and coordinate cross-functional work across engineering, architecture, infrastructure/environments, security, and operations.
  • Strong requirements-to-delivery capability: translating complex needs into epics/features/stories and into executable plans with measurable outcomes.
  • Practical understanding of AI/ML concepts and governance, with experience using approved AI-enabled tools/approaches to improve requirements, analysis, estimation, reporting, defect/incident triage, and overall delivery execution.
  • Strong delivery discipline: planning, scope control, dependency management, risk/issue management, and proactive escalation.
  • Proven ability to lead cross-functional teams through change (without direct authority), adopt/improve delivery methodologies (Agile/DevSecOps), and drive measurable improvements using delivery/operational metrics.
  • Technical fluency across SDLC and modern delivery practices (APIs/integrations, environments, DevSecOps concepts, logging/monitoring, and incident response); not required to code but must engage effectively with technical teams.
  • Strong executive communication: ability to present status, tradeoffs, and recommendations and drive timely decisions.
  • Experience with work management and ITSM tools (e.g., VersionOne/Jira/Azure DevOps; ServiceNow or equivalent) and producing delivery artifacts (status, RAID logs, milestones, ROMs).
  • Strong written and verbal communication skills.
  • Must be a US Citizen or have permanent residence status (Green Card).
  • Must be able to obtain Public Trust Clearance.
  • Must have lived in the United States for the past 5 years.
  • Cannot have more than 6 months travel outside the United States within the last 5 years. Military Service excluded.
